초록

1910년대 제국의회 중의원은 제도적인 제약에도 불구하고 다이쇼 데모크라시의 고양에 의해 점차 발언권을 확대하고 조선통치에 지대한 영향을 미쳤다. 본고에서는 그 구체적인 예로서 조선총독, 정무총감의 제국의회 출석문제, 조선독립5개년계획, 청원, 질문, 건의를 중심으로 살펴보았다. 야마모토 내각이 긴축재정 방침을 세우자 조선총독부는 정부에 방침에 따라 조선독립5개년계획을 수립하였다. 이에 대해서 재조일본인들은 격렬히 반대하면서 도일하여 제국의회에 청원운동을 전개했지만, 일본정부의 경비절감(총독부에 대한 보조금 삭감)을 주장하는 제국의회에 의해 받아들여지지 않았다. 지조증징반대를 위한 도일･청원운동이 실패로 돌아가고 재조일본인의 사활적인 이해관계가 걸린 조선주둔 2개사단 증설 예산안이 중의원의 반대로 좌절되자 재조일본인 유력자들은 자신들의 이해와 권리를 대변하기 위해 잇따라 중의원 선거에 출마하여 정치세력화를 꾀했다. 이들 재조일본일 출신 중의원 의원을 중핵으로 제국의회 중의원에는 ‘조선통’이라고 불리는 조선통치에 직･간접적으로 관여하면서 조선에 특수한 이해관계를 가지고 제국의회에서 조선문제에 깊숙이 관여하는 중의원 의원들이 생겨냈다. 이들은 조선사회의 이해와 요구, 자신들의 이권 획득을 위해 제국의회의 예산위원회를 중심으로 활약하였는데, 제국의회의 고유권한인 질의, 건의를 주도하면서 제국의회 중의원 내의 조선통치에 대한 여론을 형성하는 한편, 조선사회로부터의 청원을 적극적으로 알선하여 조선사회와 제국의회를 매개하는 역할을 담당하였다.

영어초록

Despite the institutional constraints, the members of the Lower House of Representatives, the increased their voice with the rise of Daisho Democracy, and had profound effects on Japanese rule over Joseon.
The study examined attendance of the Governor-General and Inspector- General of Joseon in the Imperial Diet, the five-year plan for the independence of Joseon, and petitions, inquiries and proposals as specific examples.
The Governor-General of Joseon established the five-year plan for the independence of Joseon following the fiscal austerity policy set up by Yamamoto’s Cabinet.
The Japanese residing in Joseon showed ferocious opposition to the plan, and visited Japan, starting a petition, which wasn’t accepted by the Imperial Diet that advocated fiscal austerity(cuts in subsidy to Governor-General).
The Japanese influentials in Joseon ran in the election for the Lower House representatives for their political empowerment to speak for their own interests and rights after failure in the petition campaign in Japan to object to raising real estate tax, and the rejection from the Lower House of the budget for increasing two more Divisions in Joseon which significantly affected their interests.
In the Imperial Diet appeared the lower house representatives with those from the settlers in Joseon in the center who were called “Joseon affairs experts” were directly and indirectly involved in Japanese rule over Joseon and the issues concerning Joseon with special interests.
They took an active part in the budget committee of the Imperial Diet for an understanding and demands of Joseon and for their rights and interests, while forming public opinion on their rule over Joseon among the Lower House representatives by leading inquiries and proposals which are the rights of the Imperial Diet, and played a mediating role between the Imperial Diet of Japan and Joseon society as active messengers of petitions from Joseon.
