초록

이 논문은 한국전쟁기 대한적십자사의 조직정비와 대한적십자사의 활동을 검토한 것이다. 이 논문에서는 살펴본 것은 첫 번째, 한국전쟁을 전후하여 대한적십자사가 어떠한 조직정비 노력을 했는가였다. 대한적십자사는 1949년 4월 30일 대한적십자조직법에 의해서 기존의 조선적십자가 대한적십자사로 재조직된 것이었다. 이 법에 근거하여 대한적십자사는 정부의 적극적인 지원 아래, 백만회원가입운동 및 회비모금을 통해 조직의 안정화를 꾀하였다. 하지만 약 1년만에 한국전쟁이 발발하면서 위기를 맞이하였다. 수도 서울이 함락되면서 총재인 양주삼을 비롯해 많은 적십자 직원이 납북되었고, 본부 및 지사가 제 기능을 하지 못하였다. 하지만 전쟁은 동시에 대한적십자사가 본래의 기능인 인도주의활동을 적극적으로 해야만 하는 상황으로 인도하였다. 이 시기 대한적십자사는 조직을 재정비하는 동시에 회원모집운동을 전개, 회비모금, 정부의 적극적인 재원마련협조를 바탕으로 인도주의활동을 전개할 수 있었다.
두 번째, 대한적십자사의 구체적인 인도주의활동을 살펴보았다. 대한적십자사는 군인 및 국민들에 대한 보건의료활동을 전개하였다. 이를 위해서 서울적십자병원의 보강, 지방 도시에 적십자병원을 설치, 지사진료소의 확충, 공보선전사업의 강화, 적십자병원 간부의 미국유학 장려 등의 대책을 마련하고자 하였다. 전재민에 대한 구호활동 및 재해 구호활동도 전개되었다. 북한의 갑작스런 침략에 대해 전 세계 적십자는 대한민국에 구호품을 보내왔다. 대한적십자사는 이를 적시에 이재민들에게 분배되도록 노력하였다. 부녀봉사대원의 활동도 빼놓을 수 없었다. 전시하에 부녀봉사대는 피난지에서의 산모 조사 및 지원, 군경에 대한 군복수선 및 세탁, 위문 등 다양한 활동을 펼쳤다. 전쟁 중 청소년적십자조직의 창설은 대한적십자사의 현재와 미래를 담보할 수 있는 활동이었다. 학생조직을 인정하지 않던 정부를 설득하여 청소년적십자단(RCY)를 창설함으로써 청소년을 통한 인도주의활동의 전개 및 세계청소년과의 교류 등을 추진할 수 있었다. 이를 통해 대한적십자사는 창립 본연의 임무인 인도주의활동을 전개할 수 있었다.

This study aims to explore the situation and the activities of the Republic of Korea National Red Cross (Korean Red Cross) during the Korean War period.
Initially, the situation that Korean Red Cross was facing before and after the Korean War was examined. The already existing Joseon Red Cross had been reorganized into the Korean Red Cross on April 30, 1949 by Organization of the Republic of Korea National Red Cross Act. Under this Act, the Korean Red Cross tried to strengthen its financialstability via a million member campaign and collecting membership fee with full support by the Government.
However, the Korean War broke out after only about a year and disrupted this plan. When the capital city, Seoul, fell, many Red Cross workers including Red Cross chief Yang Ju-sam were abducted to the North Korea so headquarter and branches were unable to function properly.
On the other hand, at the same time, the war forced the Korean Red Cross into a situation where they had to actively provide humanitarian aid, that is their primary function. During this period, the Korean Red Cross regrouped themselves while promoted a membership campaign and raised membership fee. In addition to these, the government's active cooperation in financing, the Korean Red Cross could carry out humanitarian relief work.
Secondly, the details of humanitarian activities of the Korean Red Cross were illustrated. The Korean Red Cross carried out health care activities for soldiers and citizens. To this end, measures such as reinforcement of the Seoul Red Cross Hospital, establishment of Red Cross Hospitals in local cities, expansion of branch clinics, strengthen to publicizing public health service, and encouraging Red Cross Hospital executives to study in the United States were prepared. Relief activities for war refugees and disaster were also carried out. The Red Cross around the world sent relief goods in response to the sudden North Korean invasion of the South Korea. The Korean Red Cross endeavored to distribute it to the suffers in a timely manner.
The activities of the Women's Voluntary Service must also be mentioned, who investigated and pregnant women and promoted maternity protection in the place of refuge, mended and washed the uniforms of the military and the police and consoled the army in wartime Korea.
Creating the Red Cross Youth during the war secured the present at that time and also the future of the Korean Red Cross. By persuading the government to approve student organizations, establishment of the Red Cross Youth (RCY) enabled humanitarian work through the youth and them to interact with youth from all over the world. The Korean Red Cross was able to organize its original humanitarian mission through these variety activities.
