위만조선의 대외관계에 대한 검토 -朝·漢 전쟁 이전을 중심으로- (An Examination of Wiman Chosun’s Foreign Relations -focusing on the period preceding the Wiman Chosun-Han war-)

초록

본고는 위만조선이 漢과 전쟁하기 이전까지 위만조선의 대외관계를 살펴보았다.
위만은 오랫동안 요동일대에서 세력을 키워온 조선계 인물로 보인다. 위만은 정권을 차지하고 국호도 그대로 ‘조선’이라 하였고 도읍 이름도 고조선의 건국시조 이름에서 유래한 ‘왕검성’이라고 했다. 따라서 위만조선은 고조선을 계승한 국가였다고 할 수 있다.
위만조선은 요동지역의 토착세력과 이주한 중원계 유이민 세력이 규합하여 나라를 세운 만큼 다양한 문화를 포함했던 것으로 이해된다. 위만조선은 서쪽영토인 요동지역을 통해 漢 주민들을 지속적으로 끌어들였다. 요동지역에서 발견되는 이른시기 漢墓는 이러한 중원계 주민들이 이주하여 남긴 것으로 이해된다.
위만조선의 대외관계에 있어 특히 중요한 것은 漢과의 관계였다. 양국의 관계는 흉노를 둘러싼 동북아시아의 국제정세 변화와도 밀접하게 관련된다. 위만조선은 성립초기 요동태수를 통해 漢과 외신 맹약을 맺게 된다. 당시 漢은 위만조선을 통해 흉노를 견제하고자 이 맹약에 공을 들였다. 위만조선은 맹약을 맺은 후 사방 수천리의 대국으로 성장하자 곧 독자적인 세력권을 형성하고 漢과 대립하며 흉노와도 우호적인 관계를 유지했다. 한무제 시기 漢은 흉노를 비롯한 주변국들의 문제에 적극적으로 개입하기 시작했다. 특히 기원전 127년 위만조선 우거왕에게 반기를 든 薉君南閭가 투항하려 하자 漢은 그 지역에 창해군을 설치하려 한다. 창해군은 위만조선과 흉노가 연결되고 漢 주민을 끌어들일 수 있는 요남지역을 포함했던 것으로 보인다.
이후 漢이 흉노와의 대규모 전투가 마무리되면서 양국은 전면전으로 치닫게 된다. 양국이 결국 전쟁을 하게 된 것은 근본적으로 위만조선이 요동지역과 서북한지역이라는 전략적 지역에 위치한 지리적인 상황과 자신들만의 독자적인 세력권을 구축하고 지키려 했던 당당한 고대국가였기 때문이다.

영어초록

This article examined the foreign relations of Wiman Chosun prior to its war with Han.
Considering that Wiman(衛滿) had worn Chosun attire during its exile to Chosun, Wiman seem to be of Chosun heritage who had stayed at Old Chosun’s land lost due to Yan’s invasion in the past and had gone to Old Chosun to take asylum in this period. Wiman, despite seizing the regime, retained the country’s name, Chosun. The capital’s name was also called Wanggeom Castle(王儉城), originating from the name of Old Chosun’s founder. Wiman Chosun, therefore, can be seen as a nation which succeeded Old Chosun (WanggeomChosun(王儉朝鮮)).
As Wiman Chosun was a nation established by the rally of the Liaodong region’s indigenous power and Chinese immigrant forces, it is understood as encompassing diverse cultures. Wiman Chosun sustainedly attracted the residents of Han through their western territory, the Liaodong region. The tombs of the early Han discovered in the Liaodong region can be viewed as left behind by these Chinese residents.
Of particular importance in terms of Wiman Chosun’s foreign relations was its relations with Han(漢). In its initial establishment, Wiman Chosun concludes an agreement with Han through the Liaodong viceroy(遼東太守). Han, at the time, made painstaking efforts for this agreement to curb Xiongnu(匈奴) through Wiman Chosun.
As Wiman Chosun developed into a nation of great scale after making an agreement with Han, it soon deviated from Han’s diplomatic influence. Wiman Chosun formed an independent scope of power and confronted Han, while maintaining friendly relations with Xiongnu. In the Han Wudi period, Han started to intervene actively in the issues of its neighboring countries including Xiongnu. In particular, when the ruler of Ye, Namyeo, who revolted against King Ugeo of Wiman Chosun in 128 BC, attempted to surrender to Han, Han installed the Chang-hai Commandery in the region. The location of Chang-hai Commandery would have been in the Liaonan region, where the exchange between Wiman Chosun and Xiongnu took place and Wiman Chosun attracted the people of Han. However, Han eventually abolishes the Chang-hai Commandery(滄海郡) after three years.
Henceforth, Han’s large-scale combat with Xiongnu ends, heading toward a full-scale war between the two nations. This war, fundamentally, was a result of Wiman Chosun’s geographical situation-the strategic location of the Liaodong and northwestern Korean regions-and owes to the fact that Wiman Chosun was a dignified ancient nation which tried to build and guard its own sphere of influence.
