Taijo had established friendly relation with Jurchen before birth of Chosun. And TaiJong tried to have Jurchen under influence of Chosun, combining not only a hard-line policy like conquest but also conciliatory policy such as permitting envoy. Chosun intended stability of North region and strengthened influence to meet economical desire of Jurchen through envoy among conciliatory policies. Since envoy was used as an important conciliatory policy during the early days of the Chosun, there were approximately 1,100 envoys for Jurchen.
Since King Sejo had problems in terms of justification and legitimacy in the process of ruling, he implemented several policies to strength royal authority. He encouraged Jurchen and Japanese to send envoy and treated them hospitably. As a result, the numbers of envoy were greatly increased during the early days of King Sejo and there were about 254 envoys for Jurchen. As envoys increased and were treated hospitably, there were many side effects such as cost etc. King Sejo took advantage of envoy to have legitimacy despite these negative effects, continuing Jurchen and Japanese to come up to the capital.
Orangkai, Odori, Udike in the Du-man river basin didn’t get along well long time ago and relationship among them was worsened in 4 year of King Sejo. It was successful that King Sejo had them reconcile by dispatching Shin Suk Ju to Ham Gil province. Consequently, King Sejo could consolidate control over them more. We can figure it out in the increase of envoy at that time.
As you can see, relationship with Jurchen was complicated and intimate in the days of King Sejo. King Sejo was building relationship with Jurchen actively. Meanwhile, envoy is a representative conciliatory policy which was used to establish legitimacy of Royal authority and reinforce influence for Jurchen as a method to understand the relation between Chosun and Jurchen at that time. Jurchen had a relationship with Chosun in that way as envoy meets their interest. Therefore, it is meaningful that envoy is a very important method to figure out the relation between Chosun and Jurchen.
