공공기관 스마트오피스를 위한 공간디자인 사례연구 - 정부세종청사사례를 중심으로 - (A Case Study on Spatial Design for Smart office of Public Institutions)

초록

(연구배경 및 목적) 4차 산업혁명시대를 맞아 효율적, 생산적으로 일할 수 있는 근무여건에 대한 중요도와 관심이 점차 높아지고 있다. 급변하는 시대 상황에 발 빠르게 대처할 수 있도록‘일하는 방식 혁신과 조직문화 개선’은 정부 행정능력 향상을 위한 정부의 주요과제로 추진되고 있다. 본 연구에서는 공공기관의 스마트오피스를 위한 공간디자인에 대한 필요성과 특성을 파악하여 시사점을 도출하고자 한다. 특히 성공적으로 평가 받고 있는 정부세종청사의 사례를 중심으로 분석하여, 공공기관의 스마트오피스를 위한 공간디자인이 나아가야할 방향성을 제시하고자 한다. (연구방법) 사례 분석을 위해서 공공기관 스마트오피스를 위한 공간디자인의 특성요소를 추출한다. 기존 문헌자료조사를 토대로 총 5가지 분석요소를 추출하였는데 상호작용성, 수평성, 신속성, 공간활용성, 공간쾌적성으로 구성이 된다. 본 연구에서는 분석요소를 기반으로, 현장답사, 공간디자인분석, 문헌조사, 사용자인터뷰, 전문가분석의 다양한 방법을 통해 진행되었다. 국내외 공간혁신사례의 비교연구를 위한 전문가분석을 위해 총6인의 전문가 패널로 구성하였다. (결과) 이에 본 연구에서는 스마트 오피스를 위해 비교적 성공적으로 공간디자인을 적용시킨 국내외 사례를 선정하여 선행사례 분석을 실시하였다. 분석의 결과 모든 사례에서 상호작용성과 공간쾌적성 요소가 가장 두드러졌다. 특히 정부세종청사는 상호작용성과 공간쾌적성을 향상시키는데 도움을 주는 공간디자인 요소를 비중 있게 반영하였다. 이러한 결과를 통해 상호작용성을 증진시키는 것이 공공기관 스마트오피스를 기획하는데 가장 중요한 공간디자인 요소가 됨을 알 수 있었다. 덧붙여 공공기관의 특성인 업무의 독립성과 소통의 어려움이 스마트오피스 구축을 위한 공간디자인 혁신에 가장 큰 동인이 됨을 추정할 수 있다. (결론) 향후 많은 공공기관에서 스마트오피스를 도입할 때 직원간의 상호작용성을 증진 시키고, 공간의 쾌적성을 향상시키는 공간디자인적 요소를 고려하여야 할 것이다. 또한, 본 연구의 사례분석이 향후 다양한 공공기관들이 업무공간혁신을 위해 스마트오피스를 구축하고자 할 때 공간디자인의 방향성과 철학을 수립하는데 실무적으로 도움이 되길 기대한다.

(Background and Purpose) In the era of 4th Industrial Revolution, the office environment is an very important factor to work efficiently and productively In order to respond promptly to the rapidly changing era, “Innovation of the way of working and improvement of the organizational culture” is being promoted as a major task for improving the administrative capacity of the government. This study aims to derive implications by analyzing the necessity and characteristics of spatial design for smart offices in public institutions. In particular, this study aims to present the direction of spatial design for smart offices in public institutions by analyzing the cases of the Government Complex Sejong, which has been successfully evaluated. (Method) For the case analysis, the characteristic elements of spatial design for public office smart offices are extracted. Based on the literature reviews, a total of five analysis elements were extracted, which consist of interactivity, horizontality, agility, space utilization, and spatial comfort. In this study, based on the analysis elements, various methods of field survey, spatial design analysis, literature search, user interview, and expert analysis were conducted. For the expert analysis for comparative study of domestic and foreign spatial innovation cases, it consisted of a panel of six experts in working space innovation. (Results) In this study, precedent case analysis was conducted by selecting domestic and foreign cases where space design was applied relatively successfully for smart offices. As a result of the analysis, the interaction and spatial comfort factors were most prominent in all cases. In particular, the Government Complex of Sejong reflected the elements of spatial design that helped to improve interactivity and spatial comfort. Through the results of this study, it was found that promoting interactivity is the most important space design element in planning a smart office in a public institution. In addition, it can be estimated that the closeness of communication and the difficulty of communication, which is a characteristic of public institutions, are the most significant drivers of space design innovation for smart office construction. (Conclusions) When planning a smart office of a public institution, the space planner should consider the spatial design elements that enhance the interaction between employees and improve the comfort of the space. It is hoped that the case analysis of this study will help practically establish the direction and philosophy of space design when various public institutions intend to build a smart office for work space innovation in the future.
