한국 물리치료사 제도의 문제점과 개선 방향 제시 (Problems of the Physical Therapy System of Korea and Their Solutions)

초록

의료환경이 전문화되고 다원화 된 현대사회에서는 모든 국민에게 적정 의료 서비스를 효과적으로 제공할 수 있는 법적, 제도적 장치의 필요성이 대두되어지고 있다. 의료기관에는 다양한 보건인력이 종사하고 있으며, 그 중 물리치료사는 매우 책임성 있고 중요한 치료 업무 담당을 통해 국민건강에 상당한 기여를 하고 있다. 하지만 물리치료사를 독립된 전문 인력이 아닌 의사의 보조 인력이나 병원 경영을 위한 치료적 서비스의 제공자 역할로 평가하는 경우도 많은 게 사실이다. 현대적 의료서비스는 의사의 진료와 의료기사 등의 의료보조행위에 기초하여 보다 조직화되고 복잡화, 전문화 되고 있다. 이런 시대 흐름에 부합되지 않는 한국 물리치료사 제도의 문제점과 개선 방향을 제시하기 위하여 의료기사 특히, 물리치료사 개업권 등의 요구에 걸림돌이 되는 법적인 문제점과 물리치료 단독법 제정의 필요성 및 전문 물리치료사 제도의 도입, 또한 물리치료사의 단독개업의 문제점에 중점을 두고 고찰해 보았다. 물리치료의 필요성과 중요성이 나날이 증대되어 가고, 다양한 영역에서 활동하고 있는 물리치료사들의 전문성과 자율성을 인정하고, 다양한 의료서비스 요구의 수용을 위해 업무장소의 확대가 필요하다고 본다. 세계적인 흐름에 맞춰 이제 한국 물리치료도 물리치료사의 의료행위와 관련한 법체계에서는 합법적이고 원활한 업무활동을 위하여 의사의 구체적인 처방 및 의뢰에 의해 물리치료가 이루어지도록 개정되어야 하고, 독립된 법제정으로 물리치료사들의 업무영역 확대와 특성을 반영시킬 필요성이 있으며, 물리치료사의 업무범위의 전문성을 강화하기 위하여 전문 물리치료사제도를 확대 실시하는 것이 시급하다. 또한, 국민 의료비의 절감, 물리치료 수혜범위의 확대 및 물리치료 국가경쟁력 등을 고려하여 물리치료사의 단독개업을 인정하는 등의 물리치료 정책의 개선이 절실하다고 하겠다.

영어초록

In South Korea having limited medical resources, there has been growing a need of legal and institutional devices to provide sufficient medical care services for all citizens. Currently, many healthcare personnel are working in Korea, and among them, physical therapists make up a part of the available hospital sand welfare facilities. However, while the majority of the physical therapists contribute positively to the health of the general public, they are not perceived as an independent specialist workforce, but instead are evaluated as no more than doctors' assistants or providers of therapeutic service for hospital business management. Modern medical services are based on medical assistment, including doctors' diagnosis and medical technicians, to become more organized, evolved and specialized. In order to bring to light the problem of the Korean physical therapy system which has not followed such modern trend and to suggest solutions for such issues, this study examined legal problems which serve as obstacles for the requests and exclusive business right of medical technicians, especially physical therapists, the need for the establishment of exclusive business rights regarding physical therapy, the introduction of specialized systems for physical therapists, and problems related to exclusive business rights for physical therapists. It is assessed that there is a need for a continuously increasing focus on the importance of physical therapy, professionalism and independence of physical therapists working in various fields and the expansion of working space to accommodate requests from a wide range of medical service fields. In order to follow the global trend, the physical therapy field of Korea must make legal changes to allow physical therapy to follow detailed doctor's prescription and suggestions for legal and smooth business activities. Furthermore, there is a need for independent legislation to expand the field of physical therapists, and there is also an urgent need to expand specialized physical therapy work range in order to strengthen the field's professionalism. In addition, the study also suggests the improvements on physical therapy policies, such as recognizing exclusive business rights of physical therapists, in consideration of reduction of public health care fees, increased physical therapy benefit range and its national competitive advantage.
