전시체제기 기술적 이성 비판 (The Critique of Technological Reason in the Period of War Footing)

초록

중일전쟁 발발 이후 제국 일본은 식민지/제국 체제 전체의 변화를 염두에 둔 ‘신체제’ 운동을 전개했는데, 그 운동의 근본적인 방향은 전쟁합리성을 구성원리로 하는 고도국방국가 건설에 맞춰져 있었다. 이 시기 ‘내지’는 물론 식민지에서도 (자연)과학과 기술을 둘러싼 논의가 눈에 띄게 늘어나는데, 이 글에서는 바로 ‘신체제’ 수립을 전후한 시기에 등장했던 과학기술 논의들을 실마리 삼아 제국 일본의 고도국방국가 건설 기획의 성격과 그에 따른 식민지 동원의 특성, 과학기술의 논의 및 실천이 갖는 문화적 의미, 그리고 지식인들의 전향의 윤리와 기술의 관계를 살펴보고자 하였다.
백철은 소설 「전망」(1940. 1)에서 중일전쟁 이후의 조선 사회와 조선인의 운명을 전망하며 새로운 시대에 부응하는 인간형의 전환을 제시하였는데, 단적으로 말해 그것은 ‘혁명가에서 과학자로’라는 슬로건으로 압축될 수 있는 것이었다. 백철의 도식적인 전망은 중일전쟁 발발 이후 일본의 패권이 공고화되어가는 아시아 정세를 ‘사실’로서 받아들이고 그 현실에 보다 효과적으로 적응하고자 하는 기술적 이성의 계산에 의한 것이지만, 사실 이 시기 과학과 기술에 대한 논의는, ‘서양=근대’를 초극하는 새로운 사회 원리에 대한 비전의 개진과 더불어, 그것을 보충하면서 전환기의 중요한 키워드의 하나로 등장하고 있었다. 이른바 ‘문화과학으로부터 자연과학으로’의 전환이 긍정되는가 하면, 과학자, 기술자들의 사회적인 발언이 늘어나기도 한다. 이는 제국의 병참기지로서 재정위된 식민지에 전쟁수행을 위한 관련 산업들이 투자되면서 기술자의 수요가 급증하고 과학기술 일반에 대한 지식 및 담론이 사회적으로 확대되는 과정과 병행하여 나타난 현상이었다.
‘신체제’ 운동을 주도하던 일본의 지식인과 테크노크라트들은 ‘전쟁에서 건설로’ ‘이윤에서 경영으로’ 라는 슬로건 하에 사회를 국가의 목적에 따라 전체주의적으로 통일하고 효율적인 동원체제를 조직하고자 하였다. 이러한 목적의 수행은 기술적으로 이루어질 수 있다고 가정되었는데, 이러한 가정은 기술을 ‘테크네=포이에시스=휘시스’의 연쇄 속에서 사유할 때 성립할 수 있었다. 이 시기 유행한 역사철학적 담론들은 서구=근대 이후에 도래할 새로운 세계의 원리를 예측하곤 했는데, 그 원리의 새로움은 곧 ‘기술의 유기화’를 가능하게 만드는 데 있었다. 요컨대 책임연관의 총체성이 은폐되지 않은 채 드러나는 세계를 지향했던 것이다. 그러나 그 세계는 노동과 생명을 총체적으로 지배하는 세계에 지나지 않는다.

영어초록

After the outbreak of the Sino-Japanese War, the empire Japan made a campaign of ‘the New Organization(新體制)’ which has included a certain change of colonial/imperial system as a whole. This campaign focused on the construction of the high military state which based its principles of formation on the rationality of war. Then, there was a topological change of the colony in geo-politics of the empire, which was determined by the purpose of intensification of rule and mobilization. It might be called the mobilization of technology what was performed in the colony. It was the total mobilization of efficiency of nature, life, spirit, labor, which was beyond the level of personal and material mobilization.
There were discourses on (natural) science and technology in the colony as well as in the empire in this period. Taking these discourses on scientific technology as a clue, this treatise inquires into the characteristic of the project for constructing a high military state, its aspects of the mobilization of the colony, the cultural meanings of discourses and practices of scientific technology, and the relation of technology and ethics of intellectuals.
In his short-story ‘Perspective’(『展望』, 1940. 1), Paek Chul(白鐵) has looked out for the society of Korea and Korean people, and presented a new type of a human living up to that period. In short, it may be symbolized in a slogan, ‘from revolutionaries to scientists’. His schematic perspective has constituted by a technological reason which has accepted the situation of East Asia controlled by Japan as a ‘fact’ and went in for more effective adaptation in that reality. Truly, discourses on science and technology were appearing with statements on the vision of new principles which would overcome the ‘West=Modern’. There were affirmations of the change ‘from cultural science to natural science’, and there were also social utterances of scientists and technical experts. These phenomena have come out with the processes which have enlarged the investment in military industries in the colony, increased sudden demands on technicians, and socially expanded the knowledge and discourse on scientific technology in the wartime.
Japanese intellectuals and technocrats who have taken the lead in the campaign of ‘the New Organization’ purposed to unify society for forming the state in a totalitarian way, and to organize the system of mobilization. It was assumed that this process could be performed technically. These presumption can be consisted only in the chain of ‘technē=poiesis= physis’. The historic-philosophical discourses have used to presuppose the new order overcoming the modern in this period. It was said that newness of the order could make ‘organization of technology’ possible, that is the revealment of the totality of responsibility-relations. But the world that ruled by the order was nothing but the world that totally controlled labors and lives.
By inquiring into the technical processes of control and mobilization in the period of war footing, we could historically reflect the fact that the technical processes is related to the formation of human being including the side of ethics.
