강릉국제영화제 지향점에 관한 고찰 (A Review on the Intention Points of the Gangneung International Film Festival)

초록

우리나라는 이제 명실상부한 영화의 선진국 대열에 합류하고 있으며 이러한 현황을 반영해 국내에는 크고 작은 영화제가 전국 곳곳에서 다양한 형태와 내용으로 개최되고 있다. 이에 본고는 강릉국제영화제(Gangnueng International Film Festval)가 국제영화제로서 지향해야 할 지점에 관해 논의를진행하고자 한다. 영화제의 범위는 너무 넓고 대상 또한 많아서 본고에서 다루는 내용은 국제영화제에 한정하고 이를 통해 강릉국제영화제가 지속가능하면서 성공적인 국제영화제로의 성장하기 위해 가져야 할 지향점을 도출하는 것까지를 본고의 연구범위로 삼는다. 본고에서 국제영화제의 특징과 강릉국제영화제의 개최현황을 살펴본 결과 강릉국제영화제의 지향점을 3가지 부분으로제시했다. 첫째, 국제영화제로서의 정체성을 구체화해야 한다. 이는 거의 대부분 성공한 국제영화제가 가지고 있는 필수조건이면서 국내외적으로 국제영화제의 지위를 인정받을 수 있는 첫 번째 조건이기도 하다. GIFF의 경우, 문학영화제를 표방하고 그와 관련한 프로그램을 진행하고 있다는 점에서 이 개념의 연장선상으로 ‘원작’이 있는 영화에 대한 프로그램을 강화하는 방안을 제안했다. 둘째, 국제영화제가 지역축제의 역할을 하기 때문에 행사장소의 고려가필요하다는 점이다. GIFF의 경우 그동안 지역의 타축제와는 다소 거리가 있는 강릉아트센터를 중심으로 진행되었지만 2021년에는 강릉대도호부관아 주변이 포함되면서 강릉단오제, 강릉야행 등을 비롯한 강릉의 대표 지역축제와베뉴(venue)를 공유하게 되었다. 셋째, 국제영화제의 전문인력에 대한 배려가필요하다는 점이다. 이 점은 비단 GIFF만의 문제가 아니고 행사비용의 상당부분을 지방자치단체에서 지원을 받는 대다수 국제영화제가 직면한 문제다. 따라서 이에 대한 고민과 논의는 지속적으로 이루어져서 보다 전문적인 인력들이 안정적으로 근무하는 환경을 마련해야 한다.

영어초록

Korea is now joining the ranks of advanced countries in film, and reflecting this situation, large and small film festivals are being held in various forms and contents throughout the country. This paper intends to discuss the points that the Gangneung International Film Festival (hereinafter referred to as GIFF) should pursue as an international film festival. The range of the film festival is too wide and there are many targets, so the research range of this paper is to limit the contents covered in this paper to the international film festival and to derive the goals that Gangneung International Film Festival should have to grow into a sustainable and successful international film festival. As a result of examining the characteristics of the International Film Festival and the current status of the Gangneung International Film Festival, the Gangneung International Film Festival has to make its Intention points in three parts. First, the identity as an international film festival must be specified. This is almost a prerequisite for successful international film festivals and is also the first condition to be recognized for the status of international film festivals at home and abroad. In the case of GIFF, it proposed a plan to strengthen the program for films with “original contents like novel, webtoon(comics) etc.” as an extension of this concept, given that it advocates a literature based film festival and is conducting related programs. Second, since the international film festival acts as a local festival, it is necessary to consider the venue. In the case of GIFF, it has been centered on Gangneung Art Center, which is somewhat far from other festivals in the region. but in 2021, sharing Venue with Gangneung's representative regional festivals like Gangneung Dano Festival and Gangneung Night Tour were included. Third, consideration for professionals at the International Film Festival is needed. This is not just a problem of GIFF, but a problem faced by most international film festivals supported by local governments for a large portion of the event's cost.
Therefore, concerns and discussions on this should be continued to provide a more stable working environment for more professional manpower.
