세계주교시노드 제16차 정기총회 제1회기와 ‘사목 평의회’를 통한 시노달리타스 실현 (The first session of the 16th Ordinary General Assembly of the Synod of Bishops and Realizing Synodalitas through the Pastoral Council)

초록

현재 전 세계 가톨릭교회는 10월 로마에서 개최된 시노달리타스를 주제로 하는 세계주교시노드 제16차 정기총회 제1회기의 후속 결과에 집중해 있다. 지난 6월 21일 교황청 주교시노드 사무처가 발표한 제1회기를 위한「의안집」은 2021년 10월부터 전 세계 지역교회와 대륙별 총회에서 진행된 시노드 과정의 결실이고, 각 개별 교회는 다시 지역 교회의 특수성 안에서「의안집」이 제시하는 질문들을 토대로 성찰을 이어가고 있다. 이번 주교시노드 과정에서 나타나는 이러한 지속적이고 순환적인 상호 소통이야말로 교회의 보편성을 체감하게 하고 있다. 곧 세계의 각기 다른 지역에서 살아가는 신자들이 하느님 백성의 한 일원으로 자신을 깨달아 가는 과정이라고 할 수 있다. 한국 교회 역시 자신의 고유성과 특수성 아래서「의안집」의 질문들에 응답함으로서 교회의 보편성에 더 깊이 참여할 수 있을 것이다.
이번 세계주교시노드 제16차 정기총회를 위한「한국 교회 종합 의견서」에서는 교구의사목 평의회(Consilium pastorale)를 실질화한다는 선언을 했다. 이것은 그동안 많은 교구들에서 사목 평의회가 설치되어 있지 않거나 명목상으로만 존재해 왔다는 것을 의미한다. 따라서 최근 교황청 국제신학위원회 문서『교회의 삶과 사명 안에서 시노달리타스』에서 명시하는 바대로 “개별 교회 안에서 시노달리타스를 실현하는 데에 가장 적합한 상임 기구”(81항)로 표현한 사목 평의회에 대한 깊이 있는 고민과 실천이 필요하다.
세계주교시노드 제16차 정기총회 제1회기「의안집」에서는 교구와 본당의 ‘사목 평의회’와 같은 시노드 기구[참여 조직들]이 효과적인 공동체적 식별 기관으로 변화하는데 방해가 되는 장애물은 무엇인지, 그들이 사명을 효과적이고 창조적이며 활기 있게 지원하려면 필요한 개혁은 무엇인지, 그러한 조직들에 어떻게 공동체 삶의 변두리에 있는 이들이 참여하고 또 기여하게 할 수 있는지 묻고 있다. 이에 본 논문에서는「의안집」이 제시하는 질문에서 시작해서, 먼저 사목 평의회 설치를 요청했던 제2차 바티칸 공의회와 그 이후의 보편 교회의 입장을 정리했다. 이어서 한국 교회 안에서는 이러한 보편교회의 입장과 결부되어 사목 평의회에 대한 규정과 실천들이 어떻게 변화해 왔는지 살펴보면서「의안집」의 질문으로 돌아가서 한국 교회 하느님 백성의 시노달리타스 실현을 위한 사목 평의회의 활성화에 장애가 되는 요소와 쇄신 방안 등에 대해 다루었다.

영어초록

The Catholic Church around the world is currently focusing on the outcomes of the first session of the 16th Ordinary General Assembly of the Synod of Bishops, held in Rome in October with the theme of Synodalitas. Its Instrumentum Laboris, released by the General Secretariat of the Synod on past June 21, is the result of a synodal process that has taken place since October 2021 in local churches and continental assemblies all around the world, and each particular church is continuing to reflect on the questions posed by the Instrumentum Laboris within the context of its own particularity. This continuous and circular interaction in the synodal process is what makes the universality of the Church (Catholicitas) visible: The faithful in different parts of the world are realizing themselves as part of the People of God. The Catholic Church in Korea can participate as well more deeply in the universality of the Church by responding to the questions of the Instrumentum Laboris in its own uniqueness and particularity.
One of the greatest gains of the phase of the local churches during the 16th Ordinary General Assembly of the Synod of Bishops was the realization of the diocesan pastoral council (consilium pastorale) as it is stated in the Synthesis of the Church in Korea. This means that in many dioceses, pastoral council has not been established or has existed only nominally. Therefore, there is a need for deeper reflection on and practice of pastoral councils, which Synodality in the Life and Mission of the Church, the recent document issued by the International Theological Commission describes as “the most appropriate permanent structure for implementing synodality in the local Church” (n. 81).
The Instrumentum Laboris asks what obstacles prevent synodal bodies (participatory bodies) such as diocesan and parish pastoral councils, from becoming effective communal discernment bodies; what reforms are needed to make them effective, creative, and vibrant in supporting the mission; how can those living in the peripheries of communal life participate in and contribute to these bodies. This paper begins with the questions posed by the Instrumentum Laboris, and then summarizes the position of the universal Church stated by the Vatican Council II and since then, which called for the establishment of pastoral councils. This paper subsequently examines how the regulations and practices of pastoral councils have changed in the Catholic Church in Korea in line with this universal position, returning to the question of the the Instrumentum Laboris and dealing with obstacles to the activation of pastoral councils for the realization of the Synodalitas of the People of God in the Catholic Church in Korea, as well as suggestions for their renewal.
