남북한 화쟁 이해의 비교 (Communication between South and North Korea and the Understanding of Hwajaeng Thought)

초록

최근만큼 소통이라는 단어가 인구에 회자 되는 시절이 있었을까? ‘신뢰’와 ‘불신’, 그리고 ‘소통’은 남북한 관련된 이슈에서 가장 많이 회자 되는 단어들이다. 오늘날 남북관계에서 종교는 교류의 문제를 넘어서 통합을 위한 근본 문제까지 다룰 수 있어야 하며, 대안 없는 비판이 아닌 방향성을 제시하는 일에 한반도의 1700년 된 전통 종교인 불교가 앞장서야 할 것이다.
2000년대 들어 남한에서 원효의 화쟁은 점차적으로 소통을 통한 사회 갈등의 불교적 해법으로 제시되고 있다. 반면 불교를 사회주의적 시각으로 자의적 해석을 견지하고 있는 북한에서는, 화쟁도 분열과 대립을 기준으로 판단하여, 부정이라는 형식의 ‘혁명’을 통해 새로운 것을 만들어 낸다는 변증법적 논리로 해석하고 있다. 이 같은 이분법적 시각은 대립과 반목으로 귀결케 하기에 개선되어야 하며, 자유로운 학문 활동이 가능한 남한에서도 화쟁을 사회 문제 해결에 적용시키려면 지금보다 발전된 체계적인 화쟁 연구가 이뤄져야 한다.
북한이 남한과 미국을 비롯한 국제사회와의 진지하고 실질적인 대화에 나설 수 있는 환경을 조성하기 위해서 단순히 압박을 강화한다고 해결되지 않는다는 것을 그간의 과정에서 이미 경험했다. 화쟁의 정신으로 소통을 이룰 수 있도록 먼저 남과 북이 불교 교류의 원칙을 함께 정의하고, 범주를 설정해 가면서 일심과 무애의 가르침에 입각한 노력을 진행해야 할 것이다. 부분적이지만 북한도 인정하고 있는 화쟁의 논리가 민족이 하나로 통합될 수 있는데 근간이 되는 불교 사상이라는 인식이 형성될 때, 서로가 평등한 존재임을 자각한 소통이 수월해질 것이고, 상생과 평화의 길로 한걸음 다가설 수 있을 것이다.

영어초록

Has there been a time when the word of communication is ever so popular like recent days? ‘Trust’, ‘distrust’, and ‘communication are the most frequently quoted in the issues pertinent to South and North Korea. Under the rigid South and North relations, religion should be able to handle the fundamental issues for integration beyond the issues of exchanges, and Buddhism has to take initiative as the 1,700-year traditional patriotic religion for the Korean Peninsula regarding the matters of coming up with the directions, allowing no criticism without alternatives.
In 2,000s, Hwajaeng(和諍, peaceful harmony) of Wonhyo in South Korea has been presented as the proper Buddhist solution for social conflicts. In understanding Buddhism, North Korea, having sustained its self-implicated interpretation with its socialist view point, considers Hwajaeng on the basis of dissipation and confrontation in interpreting things according to its dialectic theory that new things are made through ‘revolution’ in the form of negativity. This type of dichotomous way of view by North Korea must be improved, since it tends to revert for confrontation and hostility. And in South Korea where the liberal academic activities are available, it has to engage in more advanced and systematic Hwajaeng studies in order to apply Hwajaeng in the solution of social issues.
Simple reinforcement of pressure against North Korea in a way of forcing it to come to serious and practical dialog with international communities such as the US and others, including South Korea, would not resolve anything, which is obvious in the process to this point. In order to engage in communication with the mentality of Hwajaeng, South and North should define the principle of the Buddhist exchange first of all and set its territories to carry on its endeavors based on the teaching of One mind(一心) and no hindrance(無礙). The theory of Hwajaeng, which North Korea also partially acknowledges, could integrate the people into one and, when there is recognition of perception for the Buddhist ideals as its foundation, the communication with the recognition of the mutually equal existence would become easier and it would come one step closer to the path of co-existence and peace.
