지적재조사사업 전·후 지가상승에 관한 연구 (A study on rising land prices before and after cadastral resurvey project)

초록

지적재조사사업은 2012년부터 2030년까지 5단계 계획에 걸친 1조 3천억 원의 국가재정이 투입되는 장기적인 사업이다. 토지 정형화, 맹지 해소. 건물의 경계선 저촉 여부 해소, 이웃과 분쟁을 해결하여 토지의 가치를 향상하게 시키고 효율적으로 이용할 수 있도록 한다. 지적재조사사업 후 변경되는 토지의 면적, 모양, 도로 접면 요인은 토지공시지가 산정에 있어서 토지가격 비준표에 의해 개별공시지가 산정에 직접적인 요인들로 작용한다. 본 연구는 지적재조사사업 완료 후 지가상승 영향을 분석하여 도출하는 것이다. 토지비준표에 의한 토지가격에 영향을 주는 요인을 변수로 추출하고 순수한 재조사사업완료 여부만을 가지고 추정하기 위하여 준 실험적 방법인 성향점수매칭(PSM)을 통해 대조집단을 선정하여 모집단 선정에 대한 신뢰성을 확보하였고, 그 뒤 이중차분법(DID)을 활용하여 결괏값을 도출한다는 점에서 선행연구와 차별성이 있다. 광주광역시 동구 소태1지구를 대상으로 추정한 결과 지적재조사사업 완료 후 토지공시지가가 상승한 것을 확인하였다 이는 동일 수준 대조집단보다 지적재조사를 완료한 지구는 137,397원/㎡ 상승한다는 결괏값을 도출할 수 있었다. 토지 특성 요인은 도로 접면부와, 지목, 용도, 모양순으로 영향을 미쳤으나 토지이용 상황보다 상대적으로 약하게 작용한다는 것을 알 수 있다. 지적재조사사업이 진행되고 있는 현재 불부합지 문제 해결로 인해 토지의 가치가 재평가되면서 지적재조사사업 완료 후 토지공시지가 상승 영향을 살펴보고 부동산 시장에 미치는 영향을 살펴본다는 점에서 의의가 있다.

영어초록

Launched in 2012 and scheduled to continue until 2030, the Cadastral Resurvey Project is a significant, long-term initiative spanning five phases, with a national budget allocation of 1.3 trillion KRW. By resolving whether a building conflicts with the boundary line and resolving disputes with neighbors, the value of the land is improved and it can be used efficiently. The area, shape, and road access factors of the land that are changed after the cadastral resurvey project act as direct factors in calculating the publicly announced individual land price according to the land price ratification table in calculating the publicly announced land price. This study analyzes and derives the impact of land price increases after the completion of the cadastral resurvey project. This study stands out by identifying factors that affect land prices according to land price standards. Using Propensity Score Matching (PSM), a quasi-experimental method, for selecting a control group, the study ensures the reliability of its population selection. Then, by employing the Difference in Differences (DID) method, the study produces distinctive results in this field of research. As a result of the estimation targeting Sotae District 1, Dong-gu, Gwangju Metropolitan City, it was confirmed that the publicly announced land price increased after the completion of the cadastral resurvey project. This led to the conclusion that the district that completed the cadastral resurvey increased by 137,397won/㎡ compared to the control group at the same level. . The influence was in the order of road interface, land type, and area, but it can be seen that land characteristic factors have a relatively weaker effect than land use conditions. As the cadastral resurvey project is currently in progress and the value of the land has been reevaluated due to the resolution of the non-conforming land issue, it is meaningful in that it examines the impact of the increase in publicly announced land prices after the completion of the cadastral resurvey project and examines the impact of the project on the real estate market.
