옥수동 AID 차관재개발 정책 실행 과정에 관한 연구 (A Study on the Process of the Guaranty Housing Redevelopment Program Supported by AID)

초록

This study focuses on the process being observed in the Guaranty Housing Redevelopment Program supported by(Agency for International Development), which was applied in Oksoo. A review of literature was first done, which revealed that the social and economic environment of the site (site location, poor physical conditions, and high aspiration of the community for improvement) was very appropriate for the application of this program. Next, how the program was applied in the site, and how it visibly changed the site's physical environment, was discussed. As AID requires that the existing lot boundaries and the site's basic framework be retained, the existing roads were only improved and not radically changed, and replotting was done.
In the 1980s, when the replotting was finished, individual houses were built according to the rules of the housing market. As such, these houses, which are for diverse households, even have basements and roofs (ok-tap-bang). Additionally, the plans of these houses are like plans for apartments. Many problems came about, however, because Seoul City did not have any guideline for the construction of houses. Moreover, the officials of Seoul City and AID had differing opinions regarding the construction of houses. AID wanted to preserve the existing housing stock by upgrading it, which Seoul City Hall did not want. Even though Seoul City Hall had a different opinion from AID, it followed the latter's wishes because it needed the agency's guaranty. The following study may provide a solution to this problem and may pave the way for the evaluation of the Guaranty Housing Redevelopment Program from diverse viewpoints.
