문화재교육 활성화 정책개발을 위한 델파이조사 (A Study on The Seeking Directions of Cultural Heritage Education)

초록

본 연구의 목적은 문화재교육 법제화를 계기로 국가와 지방자치단체의 문화재교육 진흥을 위한 기반 구축과 활성화 전략 도출에 있다. 기존의 문화재교육은 문화재 보존과 활용의 일환으로전개되었다. 그러나 사회문화적 변화, 문화재교육에 대한 관심과 요구의 확대로 문화재교육 인식제고와 지역발전과 재생을 정책가치로 제시하고 있다. 이에 문화재교육 활성화를 위한 전략과제도출을 목적으로 관련 전문가 23명을 대상으로 1,2차에 걸친 델파이조사를 실시하였다. 델파이조사결과 다음과 같은 전략과제가 도출되었다.
첫째. 문화재교육 전달체계 구축이 요구된다. 지역거점센터를 활용하여 지역문화재교육지원체제 역할이 요구된다. 중앙과 지방을 연결하는 문화재교육의 협력적 추진체제가 요청된다. 둘째, 문화재교육 사업예산의 지속적 확보가 필요하다. 문화재교육의 특성 상 장기지속 사업모델에 대한 요구가 높았다. 셋째, 문화재교육 콘텐츠와 교육정보를 관리하는 통합시스템이 요구된다. 학습자의 편의성과 콘텐츠의 선진화, 프로그램 홍보 등에 활용될 수 있다. 넷째, 문화재교육 전담인력양성이 필요하며 전담인력 양성을 위해서는 문화재교육 직무분석과 자격체계 구축이 선결되어야한다. 다섯째, 문화재교육 사업운영기관의 전문성 확보가 요청되며 프로그램 질 관리를 통한 사업의 지속성 확보가 요청된다. 여섯째, 계층‧ 세대별 특화 프로그램이 요구된다.

영어초록

The purpose of this study is to establish a foundation for cultural heritage education and to derive strategies for revitalization of the national and local governments through the legalization of cultural heritage education. Existing cultural property education has been developed by preserving and utilizing cultural properties. With socio-cultural change, increasing interest and demand for cultural heritage education, raising awareness of cultural heritage education, and suggesting regional development and regeneration as policy values. Accordingly, the first and second Delphi surveys were conducted with 23 experts for the purpose of deriving strategic tasks for revitalizing cultural heritage education. As a result of the Delphi survey, the following strategic tasks were derived. first. It is necessary to establish a delivery system for cultural properties education. The role of the regional cultural heritage education support system is required, centering on the regional base center. A cooperative system for promoting cultural heritage education connecting the central and local regions is required. Second, it is necessary to continuously secure the project budget for cultural properties education. Due to the characteristics of cultural heritage education, there was a high demand for a long-term business model. Third, an integrated information system that manages cultural assets education contents and educational information is required. It can be used for learner’s convenience, advancement of content, and promotion of programs. Fourth, it is necessary to cultivate personnel in charge of cultural heritage education, and in order to cultivate personnel in charge of cultural heritage education, job analysis and establishment of a qualification system must be prerequisite. Fifth, it is required to secure the expertise of the cultural property education project operating institution, and to secure the continuity of the project through program quality management. Sixth, specialized programs for each class and generation are required.
