초록

시대를 불문하고 전쟁은 특성상 ‘불확실성’이 증가할 수밖에 없다. 때문에 군의 입장에서는 현재 처해 있는 상황을 토대로 임무에 따라 전략과 작전을 구상하는 것이 가장 중요하다. 정유재란에 직면한 조선 수군 역시 주어진 상황과 임무 속에서 최선의 결과를 도출해 내기 위하여 노력하였다.
지금까지 정유재란 초기 상황에 대한 대부분의 연구는 일부 개인의 역할에 지나치게 집중하여 조명되어 왔다. 그러나 당시 상황은 조선 수군이라는 조직이 또 다른 일본 수군 조직과 작전 환경이라는 토대위에서 맞부딪쳐 만들어낸 결과였다. 조선 수군이라는 조직과 활동은 어느 한 개인의 독단에 의해서 처음과 끝이 만들어지는 것은 아니었다. 수많은 구성원들의 생각과 노력을 통해서 이뤄진 것이었다.
때문에 정유재란 초기 상황을 중심으로 작전이 입안되고 구체화 되는 과정을 군사적으로 살펴볼 필요가 있다. 전략 목표에 따라 임무가 구체화되고, 또 이 임무를 구현할 아군의 능력과 대응하는 적의 능력을 판단하고 여기에 환경적 요소를 가미함으로써 작전이 구체화된다고 할 수 있다.
당시 상황은 일본군이 재침을 위해서 전력을 증강하던 시기였다. 이런 상황 속에 조선의 최선책은 전쟁을 억제하는 것이었다. 따라서 조선 정부는 수군 중심의 전략을 통해 재침을 억제하고자 하였다. 이러한 전략적 요구 사항에 대해서 조선 수군은 자신들이 처해 있는 상황을 바탕으로 작전계획을 수립하였다. 조선군의 작전계획은 조선 정부의 전략, 조선 수군의 특성, 일본군의 해로 수송 과정 등을 토대로 수립되었다. 그리고 이를 토대로 실행하였다.
이러한 조선 수군의 작전 수립과정과 활동을 살펴보기 위하여 정유재란 초기 조선 정부가 구상하였던 전략과 조선 수군의 출정 준비부터 부산포로 도해하는 일본 수군과 조우하여 전투를 벌였던 시점까지를 주요시기로 살펴보았다. 특히 조선 정부가 조선 수군에게 해로 차단이라는 전략 목표를 제시하게된 원인을 군사 전략적인 측면을 중심으로 검토하였다. 다음으로 조선 수군의 장비 및 무기체계 등과 부산근해라는 해역적 특성과의 관계에 대해 살펴보았다. 이것이 당시 조선군이 인식하고 있던 일본군 해로 수송 과정의 구조적 특징과 연계하여 조선 수군이 어떠한 가능성과 계획을 갖고 출정하였는지 주로 알아보았다.

영어초록

Throughout the ages it has been inevitable that war, through its very characteristic, increases in 'uncertainty.' Therefore from the perspective of the military it is crucial to plan strategies and operations according to the mission based on the given situation. The Chosun naval army faced with the Jeong Yu Jae Ran did their best to bring about the best results in the midst of their given situation and mission.
Most of the academic literature on the initial stages of the Jeong Yu Jae Ran has disproportionately focused on illuminating the roles of certain individuals. The situation, however, was a result of the organization of the Chosun naval army's collision with the other, Japanese naval army organization. The collision took place within the operational environment.
The organization of the Chosun naval army was not determined by one person's decision. It was the collective result of members' thoughts and efforts.
The battle of Chil Cheon Ryang must thus be reinterpreted. The mission was actualized according to the operational goals. In combat situations where armies were in direct conflict, the Japanese naval army developed tactics based on individual combat capabilities whereas the Chosun naval army developed tactics based on organizational capability in terms of weaponry or disposition of troops. Such bases had become grounds for the Chosun navy's succession of victories against the Japanese naval army. However, losing command control brought immediate loss of organizational capabilities which in turn led to defeat in the Chil Cheon Ryang battle.
Therefore it is necessary to review the process of how operations were planned and how they materialized in a military perspective.
Missions were specified according to the strategic targets. Strategies materialized upon addition of discernment concerning the army side troops' capabilities and enemy troops' ability to reciprocate, as well as environmental factors.
At the time, the Japanese army were increasing their military strength in preparation for another invasion. In this situation the wisest plan for Chosun was to suppress war. Therefore the Chosun government attempted to do so through a strategy centered around the naval army. Adhering to these strategic demands, the Chosun naval army established their strategy based on the situation that met them. The plans of the Chosun army were established and implemented based on the plans of the Chosun government, the characteristics of the Chosun naval army, and the sea routes of the Japanese troops.
In order to investigate the strategy implementation methods and activities of the Chosun naval army, I considered the time frame spanning the plans that the Chosun government formulated in the initial stages of the Jeong Yu Jae Ran, up to the point in time when the Chosun naval army intercepted the Japanese navy that were in flight to Busan. In this paper I especially viewed the reasons that the Chosun government proffered the strategic objective of cutting off the sea route, with an emphasis on the facet of military strategy. Next I examined the Chosun navy's weapons arsenal and the topographic characteristics of the Busan waters. I attempted to illumine what possibilities and plans the Chosun navy set sail with at the time, in light of the systemic characteristics of the Japanese navy's sea routes as the Chosun navy of the time perceived them.
