지속가능한 도시환경을 위한 도시건축통합계획에 관한 연구 -3기 신도시 설계공모 당선작 분석을 중심으로- (A Study of Integrated Plan of Sustainable Architecture and Urban Design -Focused on the analysis of 3rd New Town Design Competition-)

초록

(연구배경 및 목적) 1990년대의 1기 신도시 건설이 완료되고 2000년대 초에 시작된 2기 신도시 건설도 마무리되고 있다. 그러나 2010년대 후반 서울 등 수도권을 중심으로 집값이 급등하며 대량 공급을 통한 주택시장 안정을 위해 3기 신도시가 추진되었다. 3기 신도시는 주택시장 안정을 위한 공급확대라는 점에서 기존 1, 2기 신도시와 추진 목적이 유사하지만, 기존 발생했던신도시의 문제들이 재발하지 않도록 자족성 강화, 교육환경 조성, 교통 접근성 제고, 거버넌스를 통한 개발추진 등을 핵심목표로설정하고 이에 대한 선제적 대응방안과 지속가능성을 제시하였다는 점에서 차이를 보인다. 3기 신도시는 지속적으로 지역을 선정하여 추진 중이며, 남양주 왕숙1ᆞ2 등 6개의 신도시의 구상이 설정되었다. 도시건축통합계획을 적용한 3기 신도시 당선작을통해 지속가능한 도시건축통합계획의 방향성을 제안함을 목적으로 한다. (연구방법) 우선 1ᆞ2기 신도시를 바탕으로 달라진 도시설계 패러다임을 분석하여 도시설계 전제 조건을 논의하며, 3기 신도시에 대한 계획 및 목적과 당선안의 도시ᆞ건축 공간구성의 주요계획 내용을 중심으로 설명하고자 한다. 연구 분석의 대상은 설계공모 당선작 6곳의 계획수립과정에서 도출된 특성을 분석하여 도시건축통합설계에 대한 설계 방식의 의의를 도출한다. (결과) 이에 본 연구에서는 도시건축통합계획이 기존 신도시 계획과 다른 차별점과 세부요소를 파악할 수 있었으며, 당선작이 시사하는 도시건축통합계획에 대한 분석결과는 다음과 같다. 첫째 입체적 공간계획과 복합화를 위해 세밀한 지구단위계획을 조성한 토지이용계획을 제시한다. 둘째. 기존 신도시와 다르게 지자체가 시행자로 참여하여 협력적 거버넌스가 활성화되고 미래환경 변화에 대응하는 도시공간을 제시한다. 셋째, 도시 내 주요공간을 입체화하여 광역교통을 통합하고 선 교통 후 개발 체계를 제시한다. 또한 자율주행 및 스마트모빌리티를 사용할 수 있는도시공간을 구성한다. (결론) 본 연구의 결과 도시건축통합계획은 1ᆞ2기 신도시의 한계를 극복하기 위해 정책적, 기술적 차별성을 가지고 사회변화에 부합하는 미래형 도시의 모습을 보이고 있다. 또한 지역의 특성과 토지 현황을 세밀하게 반영하고 복합적으로 계획된 부분을 파악할 수 있었다. 이에 본 연구는 도시건축통합계획의 의의를 파악하고 법적, 제도적 내용과 가이드라인과 같은 향후 연구과제를 제시하는 데 목적이 있다.

영어초록

(Background and Purpose) The construction of the first and second new cities were completed in the 1990s and the 2000s, respectively. In late 2010, due to the rise in housing prices in the Seoul metropolitan area, the building of a third new city was announced. It has the same goal as the existing new cities, which was to expand the supply of housing to ensure stability in the housing market. However, it differs from them through its goals to strengthen self-sufficiency, create an educational environment, improve traffic access, and promote development through governance. Eventually, six regions were selected for the third new city, including Namyangju Wangsuk and Incheon Gyeyang. The plan and design of the third new city is based on the winning work submitted by Integrated Plan in Architecture & Urban. (Method) First, we discussed the different urban design conditions between the existing new cities and the third new city and explained the plans and purposes of the third new city. This study also analyzed the characteristics of the six plans that were submitted to the design contest, including the significance of the winning design by Integrated Plan in Architecture & Urban. (Results) This study has identified the differences between the existing new cities and the third new city. Three findings were identified from an analysis of the winning design by Integrated Plan in Architecture & Urban. First, a land use plan that creates a district unit plan for three-dimensional space planning and compounding was presented. Second, unlike in the past, local governance participates in cooperative governance to respond to changes in the future environment. Third, it integrates wide-area transportation in the city and presents a post-transportation development system. It also constructs an urban space where autonomous driving and smart mobility can be used. (Conclusions) The findings of this study have shown that the design plan by Integrated Plan in Architecture & Urban revealed a futuristic city that can exercise policy and technological differentiation to overcome the limitations of existing new cities to address social changes. In addition, the characteristics of the region and the land status were reflected in detail and planned in a complex manner. This study has provided an understanding of the significance of the design plan by Integrated Plan in Architecture & Urban and has also suggested future directions for research, such as legal and institutional contents and guidelines.
