초록

본 연구는 일본의 해양 무인무기체계(UMWS), 특히 무인수상정(USV)과 무인잠수정(UUV) 개발이 한국의 안보와 동아시아 지역 역학에 미치는 영향을 조사한다. 과정 추적 방법론과 안보 딜레마 이론을 활용하여, 일본의 UMWS 능력 추구에 대한 동기, 개발 궤적, 전략적 고려사항을 분석한다. 일본의 UMWS 개발은 변화하는 지역 안보 역학, 기술 발전, 인구 문제 등에 의해 추동되고 있다. 본 연구는 OZZ-5 UUV와 XLUUV 프로젝트를 포함한 일본의 UMWS 프로그램의 주요 이정표를 강조하고, 국내 방위 산업 육성, 국제 협력, 기존 해군력과의 통합이라는 일본의 3축 전략을 검토한다. 이어서 안보 딜레마의 관점에서 일본의 UMWS 발전에 대한 한국의 인식과 대응을 탐구하며, 초기 반응, 정책 변화, 잠재적 갈등 완화 노력을 분석한다. 또한 중국, 러시아, 미국 등 다른 지역 행위자들의 반응을 포함하여 동아시아 해양 안보에 대한 더 광범위한 함의를 고려한다. 연구 결과, XLUUV와 OZZ-5 같은 프로젝트로 대표되는 일본의 UMWS 발전이 한국과의 안보 딜레마를 심화시켜 군비 경쟁을 촉발할 가능성이 있음을 발견했다. UMWS 기술의 다목적성은 공격과 방어 능력의 구분을 모호하게 만들어 오인식과 의도치 않은 확전의 위험을 증가시킨다. 또한, 본 연구는 UMWS 개발이 지역 세력 균형을 재편하고 있으며, 중국, 러시아, 미국과 같은 다른 행위자들의 대응을 유발하고 있음을 밝혔다. 이러한 기술적 진보는 전통적인 안보 딜레마 이론에 새로운 차원을 추가하며, 현대 안보 동학에서 인지적 요인과 기술적 우위의 일시성의 중요성을 부각시킨다. 연구는 한국에 대한 정책 제언으로 선별적 능력 개발, 투명성 강화, 다자간 협력, 위기 관리 메커니즘을 포함한 균형 잡힌 접근의 필요성을 강조하며 결론을 맺는다. 또한 무인체계 시대의 안보 딜레마를 더 잘 설명할 수 있는 새로운 이론적 프레임워크 개발을 위한 추가 연구의 필요성을 강조한다.

This study examines Japan's development of unmanned maritime weapon systems(UMWS), particularly unmanned surface vehicles(USVs) and unmanned underwater vehicles(UUVs), and its implications for South Korea's security and East Asian regional dynamics. Employing process tracing methodology and security dilemma theory, the research analyzes Japan's motivations, development trajectory, and strategic considerations in pursuing UMWS capabilities. Japan's UMWS development is driven by changing regional security dynamics, technological advancements, and demographic challenges. The study highlights key milestones in Japan's UMWS programs, including the OZZ-5 UUV and XLUUV projects, and examines Japan's three-pronged strategy of domestic defense industry cultivation, international cooperation, and integration with existing naval forces. The research explores South Korea's perception and response to Japan's UMWS advancements through the lens of the security dilemma, analyzing initial reactions, policy changes, and efforts to mitigate potential conflicts. It also considers the broader implications for East Asian maritime security, including the responses of other regional actors such as China, Russia, and the United States. The study finds that Japan's advancement in UMWS, exemplified by projects like the XLUUV and OZZ-5, has intensified the security dilemma with South Korea, potentially triggering an arms race. The multi-purpose nature of UMWS technology blurs the distinction between offensive and defensive capabilities, increasing the risk of misperception and unintended escalation. Furthermore, the research reveals that UMWS development is reshaping the regional balance of power, eliciting responses from other actors such as China, Russia, and the United States. This technological advancement adds new dimensions to the traditional security dilemma theory, highlighting the importance of cognitive factors and the temporary nature of technological advantages in modern security dynamics. The study concludes by proposing policy recommendations for South Korea, emphasizing the need for a balanced approach that combines selective capability development, enhanced transparency, multilateral cooperation, and crisis management mechanisms. It also underscores the necessity for further research to develop new theoretical frameworks that can better explain the security dilemma in the age of unmanned systems.
