동일본대지진 이후 일본사회의 분단과 통합에 대한 일고찰 (A Study of Fragmentation and Integration in Japanese Society after the Great East Japan Earthquake in 2011)

초록

본고는 2011년 3월 11일에 발생한 동일본 대지진과 원전사고 이후에 생산된 일본 사회의 미디어 담론 및 표상을 대상으로 하여 일본인 의식 속의 ‘분단’과 ‘통합’의 양상을 정리하는 것을 목적으로 한다.
본고에서 먼저 저선량의 방사선 피폭 위험에 관한 문제에 주목한다. 최근 일본 사회에서는 저선량 피폭 위험을 우려하는 발언에 대해, 위험을 ‘과대’ 평가함으로써 사회의 ‘위기감을 부추긴다’는 이유로 야유와 멸시를 보내는 현상이 현저해지고 있다. 그러나 현대 과학으로는 저선량 피폭과 만발적인 건강 피해의 인과관계를 규명하는 것이 불가능하다. 때문에 위험에 대한 평가는 개인의 판단에 맡겨지게 되며, 위험을 ‘과대’ 평가하는 것으로 간주된 이들은 재난 이후의 일상 복귀를 의식적, 무의식적으로 염원하는 이들의 동조압력에 의해 ‘방사뇌(放射腦)’라 불리며 언론의 공격을 받게 된 것이다. 이러한 감정적 대립은 인터넷상이나 사적인 영역에서 일어나는 경향이 두드러지지만, 방사능 오염을 우려하는 태도는 원자력 발전을 유지해온 체제를 근본적으로 비판할 가능성을 내포한다.
두 번째로는 이러한 비가시적인 ‘분단’과는 반대로, 내셔널리즘이 천황과 군대를 중심으로 표면적인 응집력을 강화시켰을 가능성을 제시하였다. 구체적으로는 일본의 진보 지식인의 천황에 대한 완만한 기대감과 311 이후 자위대 및 미군의 재난 현장 출동에 대한 ‘감사’ 양상을 검토한다. 현대 일본의 언론 상황을 검토하기 위해서는 이론을 봉쇄하며 논란의 대립점을 무산시키는 ‘감사’의 기능에 대한 고찰이 불가피하다. 마지막으로는 향후 과제로서 현대 일본 사회의 ‘분단’과 ‘통합’의 관계성 문제를 제시했다.

영어초록

This article is designed to summarize the aspects of ‘fragmentation’ and ‘unification’ in the consciousness of the Japanese, based on the discussions and symbols concocted and used by the Japanese media since March 11, 2011, when the Great East Japanese earthquake and the nuclear power plant accident took place.
The primary focus of this article is on the risk of low-dose radiation exposure. Recently, remarks expressing concerns over the risk of low-dose radiation exposure are being explicitly denounced and disregarded as they are ‘over’ estimating the risk and subsequently ‘promoting a sense of crisis.’ However, it is difficult to identify the correlations between the exposure to radiation in low dose and health problems that sporadically spring up. To this end, an assessment on the risk is solely up to an individual, and those ‘over’ estimating the risk are deemed as the ‘brain exposed to radiation’ and put under attack from the media due to the pressure of people who consciously and subconsciously wish to go back to normal life in the post-disaster era. This emotional conflict is clearly witnessed both online and in private spaces, but the concerns over radiation-induced contamination entail the possibility of fundamentally denouncing the existing system of pursuing nuclear power generation.
Second, this article presents the possibility of nationalism superficially strengthening the unity centered on the emperor and the army, which is opposite to the intangible ‘fragmentation.’ Specifically, the two aspects to be reviewed include moderate expectations of the emperor that the progressive intellectuals in Japan have and the aspects surrounding ‘appreciation’ for the dispatched US army forces and the Japanese Self-defense Force for the rescue operations. To investigate the current status of the Japanese media, it is inevitable to delve into the function of ‘appreciation’ that blocks the involvement of theories and neutralizes the points of conflict. Lastly, it has raised a question on the correlations between ‘fragmentation’ and ‘unification’ as an issue to be identified in the future in contemporary Japanese society
