일제시기 여수의 도시화 과정과 지역사회의 대응 (The Urbanization of Yeosu and the Community's Responses during the Colonial Period)

초록

이 논문에서는 일제시기 여수의 도시화 과정에서 야기된 핵심 갈등을 포착하고 그것을 중심으로 지역사회의 갈등이 어떻게 전개되었는지를 살펴보았다. 대상 시기는 1920년대 중반부터 1930년대 중반까지로 압축되는데, 도시화와 관련된 주요 이슈의 생성, 가시적 변화가 이 시기에 집중되었기 때문이다.
여수의 도시화는 일본인의 이주와 정착, 식민당국과 일본 대자본이 주도하는 ‘식민지 개발’이라는 거시적 방향에 의해 규정되면서 진행되었다. 이러한 여수의 도시화는 목포, 군산, 마산 등 다른 개항장 대도시와 유사성을 보이는 반면, 안성과 같이 조선인 주도하에 도시화가 이루어진 소도시와는 상당히 다른 모습을 보였다. 여수와 안성은 지역개발의 필요성에 대한 공감이 전국적으로 확산된 1920년대 이후에 도시화가 본격적으로 추진된 소도시라는 공통점이 있다. 두 지역의 비교를 통해 각 지역사회의 대응이 도시화 과정에 미친 영향을 살펴볼 수 있으며, 거꾸로 도시화가 지역사회에 초래한 변화 또한 파악할 수 있다.

영어초록

This study set out to capture the core conflicts caused in the urbanization process of Yeosu during the Japanese rule and investigate how the community's conflicts developed around them. The target period was between the middle 1920s and the middle 1930s as it saw a concentration of events such as major urbanization issues and visible changes. It was during the period that the competition grew fierce for the distribution rights of marine products, new railroads were built, the harbors were repaired, the municipal districts were revised, and major buildings were moved or newly constructed.
The urbanization of Yeosu proceeded under the macroscopic direction of "colonial development" that involved the move and settlement of Japanese people and was led by the colonial authorities and major Japanese capital. Its urbanization shared similarities with that of other big cities that opened their harbors such as Mokpo, Gunsan, and Masan and, at the same time, widely differed from small cities whose urbanization was guided by Chosun people such as Anseong. Yeosu and Anseong, however, were alike in that they were small cities whose full-blown urbanization started after the 1920s when there was a nationwide consensus on a need for local development. The comparison of the two cities would shed light onto the influences of each community's responses on the urbanization process and the changes to the communities caused by urbanization.
It seemed that the fever of local development spread wildly across the nation in the 1920s on the outside. However, the specific development processes were different according to the communities. Those differences make another case to demonstrate that the content of colonial modernity is never uniform.
