근대 한·일 불교의 정교분리 문제와 종교성 인식 (Separation Between Politics and Religion and Recognition of Religiosity in Modern Korean·Japanese Buddhism)

초록

근대 일본은 천황제의 확립과 국가주의 강화를 위해 제정일치적 신도 국교화를 추진하였다. 신불분리와 폐불훼석 정책에 위기감을 느낀 일본 불교계는 정교일치의 국가불교로 나아갔다. 그 결과 군국주의에 협력하면서 전시교학을 정립하였고 천황을 위한 황도불교를 표방하였다. 한국은 대한제국 시기에 교단 관리 정책이 추진되었는데, 이는 일본의 국가주의적 종교정책에서 영향을 받은 것으로 보인다. 식민지 시기에는 총독부에서 교단을 직접 관할, 통제하는 사찰령이 시행되었고 이는 천황제 이데올로기에 입각한 정교일치 체제의 전형이었다. 불교계 일각에서는 사찰령 폐지와 정교분리, 교단의자율성을 추구하였지만 전시체제에 들어서면서 총본사 체제를 갖추고 황민화와 국민총동원에 불교가 적극 협력하는 등 정치적 종속에서 벗어나지 못한 식민지불교의 한계를 노정하였다.
근대적 종교성은 정치와 분리된 종교의 자유, 개인의 내면세계 추구에 그 특성이 있다. 근대 한국과 일본 불교는 개인보다 공동체와 국가를 중시하였고 정교일치와 정치적 종속을 탈피하지 못하였다. 일본에서는 개인과 자아의 내면 탐구, 나와 타자의 관계에 대한 철학적·종교적 논의가 제기되기도 하였지만, 일본불교의 각 종파는 국가주의와 군국주의에 협력하였고 무아와 연기, 공과 같은 불교의 핵심교리는 천황을 정점으로 한 국체를 강조하고 국가를 위한 개인의 희생을 미화하는 논리로 활용되었다. 한국에서는 철학과 종교를 겸비한 불교의 특징이 근대성의 측면에서 주목되었지만, 정교일치의정치적 종속을 극복하지 못한 채 천황제 국가를 위한 호국이론과 국가주의에 매몰되었고 근대적 종교성에 대한 성찰이 부재하였다.

영어초록

Japan promoted Shintoism as a state religion, which is theocratic, to form the foundation of the emperor system and reinforce nationalism in the modern age. The Japanese Buddhist community that felt a sense of crisis because of the separation of Shintoism and Buddhism and the destruction of a statue of the Buddha pursued national Buddhism to unify politics and religion. As a result, the Japanese Buddhist community cooperated with militarism, established the doctrine for war and advocated imperial-way Buddhism for the emperor. For Korea, a religious body control policy was enacted in the age of the Daehan Empire. It seems that the policy was affected by the nationalist religious policy of Japan. In the colonial period, the temple provisions for a government general to have direct jurisdiction over and control of religious bodies was carried out. This was a tradition of the system, unifying religions and politics based on the ideology of the emperor system. Although some parts of the Buddhist community pursued removal of temple provisions, separation between religion and politics and autonomy of religious body, as war footing began, this showed the limit of colonial Buddhism which could not escape dependence on politics while Buddhism actively cooperated with the colonization movement and national mobilization with the head temple of a Buddhist sect. Modern religiosity was based on the search for a liberal, individual internal world where politics and religion are separated. In a modern age,Korean and Japanese Buddhism gave priorities to community and country rather than individuals and did not escape from the system unifying politics and religion and dependence on politics. Although internal search for individual and ego and philosophical religious discussion on the relationship between ego and other person were suggested in Japan, all religious orders of Japanese Buddhism cooperated with nationalism and militarism and core doctrines of Buddhism such as non-self,conditioned arising and emptiness were used to emphasize the emperor-focused national system and beautify individual sacrifice for country. In Korea, although attention was paid to the characteristic of Buddhism having both a philosophy and religion from the aspect of modernity, Buddhism devoted itself to a national protection theory for an emperor-system country and nationalism without overcoming the dependence on politics in the system unifying politics and religion and there was no consideration on modern religiosity.
