일본의 교수업적평가 제도에 관한 일고찰 (temp)

초록

이 글은 일본 대학의 교수업적평가 제도의 내용을 고찰하여 향후 우리나라 교수업적평가모형 개발에 시사점을 얻고자하는데 있다. 이를 위해 먼저, 2004년 대학법인화 이후 교수업적평가제도가 중시되고 있는 일본대학들의 현황을 살펴보고, 일본의 국립 및 사립대학의 교수업적평가사례와 일본 대학교수들과의 인터뷰 내용 분석을 통해 우리나라 교수업적평가모형 개발내용에 시사점을 제안하였다.
고찰결과, 일본대학들은 우리나라에 비해 대학교수업적평가제도의 개선이나 변화가 비교적 완만하게 추진 중인 것으로 나타났다.‘평가’라는 용어의 사용도 완화하여 사용하고 있고, 평가의 중점은 소속 대학의 학술수준 향상과 교원각자의 자기평가를 통한 자기개선과 개혁에 두고 있었다. 따라서, 결과중심의 경쟁적․ 서열적 평가보다는 교수들의 도전정신이나 연구과정을 중시하는 긍정적인 평가사례나 평가관점, 전문인력의 극대 활용법에 대한 노하우는 향후 참고하여 발전시킬 필요가 있을 것이다.

영어초록

The primary purpose of this study is to review the competnece evaluation system of university faculty in Japan, and consequently to suggest the implications for the implement of the Korean evaluation model. To accomplish these purposes, the researcher has reviewed the Japanese competnece evaluation system which had launched by a corporate organization of the national university since 2004, and moved toward to suggest the Korean model based on the data analysis of Japanese cases and the data from personal interview with Japanese college professors as well.
As a result, comparing to Korean universities, the researcher has found that the process of improvement of the competnece evaluation system and the change speed of the system in Japanese universities have happened very smoothly. The word, "evaluation" has not been used very strictly. The main purpose of the competnece evaluation system in Japan has also focused on the increase of the academic level of each university and on the self-reformation by a self reflection of the individual faculty member. In addition, the Japanese system has emphasized an autonomous perspective of the college professor by establishing the process of raising an objection to the evaluation result.
In conclusion, it is suggested that the result-oriented evaluation system and hierarchical order-oriented system in Korea need to be changed toward the Japanese evaluation system which emphasized the challenge spirits of the faculty members and the process of research in itself. In addition, in the reformation process of Korean system, we also need to utilize the positive cases of evaluation system, evaluation perspectives, and the know-how of maximizing the human resources in Japan.
