초록

본 연구는 「장애인복지법」 제15조 개정이후 장애인복지 현장에서 정신장애인 대상 서비스 제공 실태 및 욕구를 파악하고, 향후 장애인복지영역에서 정신장애인 대상 서비스를 확대하기 위한 정책적 개선방안을 마련하는데 그 목적이 있다. 연구방법으로는 경기도 장애인복지관 총 26개소를 대상으로 장애인복지관의 정신장애인 서비스 관련 실태 및 욕구에 대해 설문조사를 실시하였으며, 향후 장애인복지 영역과의 서비스 연계 및 확대 모색을 위해 전문가 총 8명을 대상으로 개별심층인터뷰를 진행하여 질적분석을 실시하는 등 혼합연구방법론을 활용하였다.
분석결과에 따른 제언으로는 첫째, 정신건강사회복지사의 장애인복지 영역 내 경력인정, 둘째, 장애인복지 관련 조례의 제･개정을 통한 정신건강서비스 포함, 셋째, 장애인복지관 등 시설평가에 정신건강사업 및 정신건강인력에 대한 지표 추가 및 보완, 넷째, 장애인복지와 정신건강서비스 제공기관 간 협의회 구성, 다섯째, 장애인복지 현장종사자 대상 전문 교육 실시, 여섯째, 장애인자립생활지원센터 내 정신장애인 동료지원 활동 특화모형 개발을 시사점으로 도출하였다.

영어초록

This study aims to understand the actual situation and desire for providing services for people with mental disabilities in the field of welfare for people with disabilities after the revision of Article 15 of the Act on Welfare of Persons with Disabilities, and to develop policy measures to promote services for people with mental disabilities in the field of welfare for people with disabilities in the future. The purpose is to provide improvement plans. The research method involved conducting a questionnaire survey on the actual state of services for people with mental disabilities at a total of 26 welfare centers for people with disabilities in Gyeonggi Province. In the future, we will utilize a mixed research methodology, including conducting individual in-depth interviews with eight experts in order to collaborate with welfare services for people with disabilities. Recommendations based on the analysis results include career certification for mental health and social workers, inclusion of mental health services in ordinances related to welfare for persons with disabilities, addition of evaluation indicators for mental health services when evaluating welfare centers for persons with disabilities, and welfare and mental health for persons with disabilities. Suggestions were made such as activating collaboration between service organizations, providing education for people with disabilities and specialists at welfare institutions, and finally, activating support services for co-workers for people with mental disabilities within independent living support centers for people with disabilities.
