통합문화이용권 가맹점 관리의 실증적인 문제 파악과 효과적인 관리 방안 연구 (Empirical Problems in the Management of Integrated Cultural Vouchers and an Effective Management System)

초록

2000년대부터 국민의 문화 향유 수준이 지속해서 증가하였으나, 소득 격차에 따른 문화 향유 수준의 불평등이 지속되고 있다. 이러한 문화 향유 수준의 격차를 완화하기 위해 정부는 소외계층의 문화생활을 지원하는 통합문화이용권 사업을 2006년부터 현재까지 진행해오고 있다. 그러나 통합문화이용권 가맹점 사업 운영의 다양한 문제가 노출되고 있고, 이용에 있어 지역 간 격차가 발생하고 있다. 본 연구는 2020년 통합문화이용권 가맹점 결제 이력 데이터를 활용하여 통합문화이용권 사용의 편중 현상, 가맹점 승인금액의 지역 간 격차, 복합 물품과 서비스를 다루는 가맹점 관리의 문제점을 실증하고 이에 따른 개선방안을 모색하였다. 이를 위해 각 가맹점별 결제 승인금액을 종속변수로 하여 개별 가맹점의 특성과 가맹 지역의 환경적 특성을 독립변수로 한 다층모형분석을 시행하였다. 분석 결과를 네 가지로 요약할 수 있다. 첫째, 도서, 영상, 교통수단을 취급하는 가맹점은 그렇지 않은 가맹점보다 결제 승인금액이 많다. 이러한 결과는 통합문화이용권의 주된 사용처가 도서, 영상, 교통수단이라는 기존의 연구 결과와 일치한다. 둘째, 통합문화이용권 결제를 위한 전용 단말기를 비치한 가맹점이 그렇지 않은 가맹점보다 결제액이 낮다. 셋째, 허용과 비허용 품목을 동시에 다루고 있는 복합가맹점일수록 결제 승인금액이 높다. 넷째, 지역에 따른 가맹점 결제승인 금액의 차이가 나타났고, 이러한 차이는 지역별 이용자 규모, 가맹점 규모, 지역 가맹점의 시장 집중도와 관계가 있다. 이러한 분석 결과를 기반으로 본 연구는 가맹점 관리를 위한 세 가지 정책대안을 제시한다. 첫째, 이용자의 선호조사에 기반한 가맹점 확대 및 업종·품목 확대가 필요하다. 둘째, 통합문화이용권의 가맹점 분류와 관리를 위한 객관성을 확보해야 한다. 셋째, 정부가 지역 환경을 고려한 맞춤형 통합문화이용권 활용 방안을 모색해야 한다.

영어초록

Since the 2000s, the level of national cultural consumption has continuously increased, but inequality in cultural consumption continues due to income gaps. In order to alleviate this gap in cultural consumption level, the government has been carrying out an integrated cultural voucher program to support the cultural life of the underprivileged since 2006. However, various problems in the operation of the integrated cultural voucher program are being exposed, and regional gaps are occurring in use. Using the 2020 integrated cultural voucher payment history data, this study demonstrated the consumption bias of integrated cultural vouchers, regional gap in franchise approval amount, and managerial issues of affiliates that deal with multiple goods and services. To this end, a multilevel analysis was conducted using the payment approval amount for each affiliate as a dependent variable and the characteristics of individual affiliates and the environmental characteristics of the affiliate area as independent variables. The results are summarized into four points. First, affiliates selling books, videos, and transportation tickets have more payment approval amount than affiliates that did not. These results are consistent with the findings of previous literature that the use of integrated cultural vouchers is mainly books, videos, and transportation tickets. Second, affiliates equipped with card terminals specialized in payment of integrated cultural voucher have less payment than affiliates that did not. Third, the higher the payment approval amount is in multiple affiliates that deal with both permitted and non-permitted items at the same time. Fourth, there is a difference in the payment amount of affiliates by region, and this difference is related to the size of users by regional characteristics, the size of affiliates, and the market concentration of local affiliates. Based on these analysis results, this study suggests three policy alternatives. First, it is necessary to expand the number of affiliates and items based on the user's preference survey. Second, it is necessary to secure objectivity for the classification and management of integrated cultural vouchers affiliates. Third, the government should seek ways to utilize customized integrated cultural vouchers in consideration of the local environment.
