초록

본 논문은 국내 청년장애인들의 웹툰 교육과 고용 정책에 대한 포괄적인 연구 내용을 담고 있다. 한국만화영상진흥원에서는 문화체육관광부의 지원을 받아 2019년부터 <청년장애인웹툰아카데미>를 전국적으로 설립하는 사업을 시작하여 2020년 9개소의 아카데미가 운영 중이며 2021년 2개소가 추가 설립되었다. 본 연구를 통해 <청년장애인웹툰아카데미>를 중심으로 국내 청년 장애인들의 웹툰 분야 활동 현황을 파악하고, 바람직한 교육 모델과 고용정책을 제언하고자 했다.
연구자는 <청년장애인웹툰교육연구 용역>을 수행하면서 만화, 웹툰의 장애인 교육 현황과 활동을 살펴보고 문화예술, 대중문화콘텐츠 분야 장애인 활동과 고용 현황을 조사하였다. 문화예술 분야에는 일찍부터 장애인들의 활동이 장려되어 왔고, 최근 정부 정책도 적극적으로 수립되고 있으나 만화·웹툰 분야는 상대적으로 소외되어 왔음을 확인 할 수 있었다. 해외에서도 만화·웹툰 분야는 장애인들의 활약이 크게 두드러지지는 않다. 국내를 포함하여 세계적으로도 장애인들의 만화·웹툰 창작과 문화 향유, 산업 편입은 여명기라고 볼 수 있다.
전국 9개소의 <청년장애인웹툰아카데미>를 온라인을 통해 현장 조사를 통하여 지역 복지관 등에서 시행하고 있는 장애인 웹툰 아카데미는 웹툰에 대한 전문성, 인력 부족으로 시행착오를 겪고 있음을 확인하였다. 본 연구를 통해 이러한 과도기적 상황의 시행착오를 최대한 줄일 수 있는 방안을 제시하고자 했다. 웹툰 분야의 장애인 문화예술 관련 고용 및 일자리 창출 정책 단락은 정부와 관련 지자체, 기관, 단체의 정책에 대해 알아보고 고용 및 일자리 창출에 대한 정책을 제언하는 데 초점을 맞추었다. 문화예술 분야의 장애인 및 소외계층에 대한 정책들이 새롭게 마련되고 있는 상황에서 본 연구가 만화·웹툰 작가를 꿈꾸는 청년 장애인들에게 이정표가 될 수 있기를 바란다.

영어초록

The present study includes the comprehensive study regarding the webtoon education and employment policies of young adults with disabilities in Korea. Korea Manhwa Contents Agency received support from the Ministry of Culture, Sports and Tourism to start the operation of establishing the <Webtoon Academy for Disabled Young Adults> in 2019, and are currently operating 9 academies in 2020. Hence, the purpose of the present study is to understand the activities of Korea’s disabled young adults in the field of webtoon by focusing on the <Webtoon Academy for Disabled Young Adults> and suggest desirable education models and employment policies.
The author of the study examined the present conditions and activities in webtoon and manhwa education for disabled people and investigated the activities and employment conditions for disabled people in the field of popular culture contents while conducting the <Study on webtoon education for disabled young adults>. Activities for disabled people in the field of cultural arts has been encouraged from early on and government policies are being actively established in the recent times but it was confirmed the field of manhwa and webtoon were relatively marginalized. In terms of foreign cases, the study examined the education and policy conditions in the field of cultural arts by focusing on Japan, the United States and Europe. And activities of disabled people in the field of manhwa and webtoon were not largely prominent overseas as well. The creation, cultural enjoyment and industry transfer of manhwa and webtoon for disabled young adults can be seen as being at the dawning, not only in Korea but all over the world.
By conducting a field study online for the 9 <Webtoon Academies for Disabled Young Adults> across the country, it was found that the webtoon academies for disabled people, held by local community welfare centers, were experiencing trial and errors due to the lack of expertise and manpower. The aim was to suggest measures enabled to reduce the trials and errors of this transitional situation as much as possible through this study. The policy paragraph on the cultural arts related employment and workplace creation for disabled people in the field of webtoon examined the policies of local governments, organizations and groups related to the government to focus on suggesting policies for creation of employment and workplaces. In the present condition where the policies for disabled people and the disadvantaged in the field of cultural arts are being newly prepared with the beginning of the Moon Jae-in administration, it is anticipated that the present study can act as the milestone for disabled young adults with dreams of becoming a manhwa-webtwoon artist.
