도덕적 향상이 기후변화의 대책이 될 수 있을까? (Can moral enhancement be a solution to climate change?)

초록

이 논문은 도덕적 향상이라는 방법이 기후변화 문제에 대한 적절한 대응책이 될 수 있는지를 비판적으로 검토하는 것을 목표로 한다. 페르손과 사불레스쿠는 <Unfit for the future>라는 책에서 과학기술에 의한 도덕적 향상을 기후변화 문제에 대한 해법으로 제시했다. 기후변화라는 환경 위기의 긴급성과 그 결과의 파국적 성격, 그리고 도덕 심리학과 자유민주주의의 한계로 인해 기존의 방식들로는 기후변화 문제에 제대로 대응할 수 없다는 것이 그들의 주장이다. 그래서 그들은 긴급 수단으로 도덕적 향상을 제안한다. 도덕적 향상이란 생물학적 진화를 통해 형성된 인류의 심리적 및 행동적 성향을 신경 약물과 유전공학을 통해, 기후변화 문제에 좀더 적절히 대응할 수 있는 방향으로 변화시키는 것을 말한다. 하지만 나는 페르손과 사불레스쿠의 주장를 비판적으로 고찰하여, 도덕적 향상이 기후변화 문제에 대한 대책으로 적절하지 않다고 주장할 것이다. 나는 여섯 가지 이유를 들어 그들의 주장을 비판할 것이다.

영어초록

This paper aims to critically examine whether moral improvement can be a solution to climate change. Persson & Savulescu presented a moral enhancement by technological means as a solution to the problem of climate change in Unfit for the future(2012). The urgency of the environmental crisis of climate change, the catastrophic nature of the consequences, and the limitations of moral psychology and liberal democracy are the grounds of their argument that traditional methods cannot cope with the problem of climate change. So they suggest moral enhancement as an emergency measure. Moral enhancement refers to changing the psychological and behavioral tendencies of human beings formed by biological evolution in a way that is more responsive to climate change through neuropharmacological drugs and genetic engineering. But I will critically consider Persson & Savulescu's argument and argue that moral enhancement is not appropriate as a solution to climate change. I will criticize tThis study is to explore APARI, a drug addiction treatment facility in Japan that has worked early on the drug addiction problem, and to improve the quality of life for drug addicts and their families by identifying what is needed in treating drug addiction. Recently, the nation has been struggling to cope with the drug problem as it has become a serious social issue. Therefore, it is necessary to investigate the Japanese drug addicted situations, and through the findings, this study would provide a single root for our drug addiction problems. Research method to achieve these objectives were approached by literature studies and qualitative case studies. Data were collected through documents, records, public materials, observation, and in-depth interviews. The study results have shown that government aid and professional support for health insurance and basic life security are a great help to them. In particular, the conflict between the duty of keeping confidentiality and reporting obligation is also centered on the healing of drug addicts under the value of human dignity. Based on these results, three suggestions were made as follows. First, legal assistance, second, preparation of channel for rehabilitation, and third, economic support such as medical and housing cost within the integrated medical insurance system. heir argument for six reasons.
