이 글은 미국의 후진국 전략과 담론의 영향 아래 1960년대 한국의 냉전적 인식과 담론을 재조명하고, 북한에 대한 새로운 지식과 담론, 제도가 형성되는 과정을 살핀 논문이다. 무엇보다 1960년대 한국 지식인들의 냉전 이데올로기와 북한 인식의 제도적, 학문적, 담론적 실천이 미국 학계의 후진국 및 아시아 공산주의 연구와 무관하지 않았다는 점에서 미국발 북한론의 관련성을 규명한다. 특히 이 글은 한국에 번역된 미국의 정치학자 글렌 페이지(Glenn D. Page)의 신문기사, 논문, 저서 등을 중심으로 1960년대 담론장․학술장에서 북한 지식이 어떻게 정리되고 전유되는지를 상론했다. 페이지는 한국전쟁 참전 경험을 바탕으로 비폭력․비살생에 대한 연구를 지속한 학자로 알려졌지만, 1960년대 그의 연구는 후진 공산주의, 후진 아시아 연구에 대한 정치학적 이론과 방법론을 모색했다는 점에서 주목된다. 페이지의 후진국 정치학은 다극화된 냉전기에 들어서면서 적대와 연대의 상호작용 속에서 냉전 아카데미즘의 기원으로 표상화되는 과정의 범례가 될 만하다.

영어초록

This article has focused on the American political scientist Glenn D. Page to examine how societal knowledge about North Korea was shaped in the political academic discourse of the 1960s. Page is notable as a scholar who continued to study the backward country based on his experience in the Korean War, but in the 1960s, his work revealed an orientalist Cold War perception of war, violence, the North Korean military, and backward communism. In this case, ‘North Korea’ was produced and circulated as a system of knowledge, and the nature of ‘knowledge’ changed depending on the position of the recipient as it crossed the boundaries of Cold War ideology.
The strategy of integrated support for the security and development of backward countries operates on a hierarchy of “poverty” to counter communism. This article re-examines Cold War perceptions and discourses in South Korean society in the 1960s under the influence of U.S. backwardness strategy and discourse, but also examines the process of establishing new knowledge, discourses, and institutions about North Korea. More importantly, the institutional, scholarly, and discursive practices of Cold War ideology and North Korea perception by Korean intellectuals in the 1960s were not unrelated to the study of the backward countries and Asian communism in the U.S. academy, and thus, the article identifies the relevance of U.S.-originated North Korea theory. The result is that Page's political science of the backward states is a legendary example of the interplay of hostility and solidarity that marked the origins of Cold War academism in the multipolar Cold War.
