철령위 위치에 대한 재검토 (Reconsideration of Cheollyeongwi’s Location)

초록

명나라의 철령위 설치는 단순하게 고려와 명나라의 국경선 확정에머무르지 않고 고려의 고토회복에 가장 큰 장애물로 등장하게 되었다. 그러므로 고려에서는 이 철령위 설치를 어떻게 막아내느냐에 따라 원에게 빼앗겼던 고토를 찾을 수 있을지 없을지가 결정되는 중요한 사안이 된 것이다.
고려는 이 중요한 사안을 결국 명나라와 전쟁으로 해결하고자 요동으로 군사를 출병시켰다. 이것은 결국 철령위가 요동 어딘가에 있었다는 것이 된다. 그럼에도 불구하고 그간 한국학계에서는 철령위가 중국의 요동이 아닌 한반도의 원산만 지역으로 비정하여 한국사의 큰 혼란을 자초하였다. 물론 이런 견해의 시발은 한국학계가 아니고 일본학계였다. 과거 대일항쟁기에 일본학자들이 한국사를 식민사관에 의하여 한반도 안으로 축소시키는 과정에서 오늘날 강원도와함경남도 경계에 있던 철령지방을 찾아내어 그곳이 철령위를 동쪽경계라고 주장을 하였고, 한국학계에서는 이를 적극적으로 받아들여아예 철령위 위치를 원산만 부근으로 고정시켰던 것이다. 이로써 여말선초의 국경뿐만 아니라 고려시대 전체 국경선과 조선시대 국경선획정에 큰 영향을 받게 된 것이다.
이에 글쓴이는 여러 가지 자료를 검토하여, 고려와 명나라 간의 가장 큰 문제였던 철령위는 오늘날 중국 요녕성 본계시 일대라고 고증하였다.
보충적인 연구가 뒤따라야 하겠지만 철령위 위치가 오늘날 중국땅에 있었던 것으로 확인되면 그와 더불어 쌍성총관부 문제도 다시검토해야 할 것이다.
왜냐하면 지금까지 인식했던 쌍성총관부 자리는 그간 알고 왔던한반도 내의 철령위 자리였다고 생각해왔기 때문이다. 그러므로 철령위위치와 쌍성총관부 자리는 연결시켜 연구를 해봐야 할 것이다.
이들 문제들과 아울러 기회가 된다면 우리 학계에서는 고려시대국경선 연구에 집중해야 할 것이다. 왜냐하면 조선시대 기술한 고려사에는 고려의 국경선이 북쪽으로는 선춘령, 서쪽으로는 고구려를넘지 못했다고 기록되어 있는데, 이 기록들은 오늘날 우리가 알고 있는 고려시대 국경선과는 큰 차이가 있기 때문이다.

영어초록

The Ming’s establishment of Cheollyeongwi (Cheollyeong Military Base)not simply defined the Goryeo-Ming borderline, but posed a big obstacle to Goryeo’s efforts to recover its land. Thus, how Goryeo could stop such a scheme of the Ming, importantly, was linked to whether it could recover the land lost to the Yuan. At the long last, Goryeo sent troops to Liaodong to solve this issue through a war with the Ming. This means that Cheollyeongwi was located somewhere in Liaodong. Nonetheless, the Korean academic circles presumed Cheollyeongwi was located in the Wonsan Harbor area on the Korean Peninsula, not in Liaodong, China,thereby causing a great confusion to the history of Korea. This viewpoint was initiated not by the Korean academia, but by the Japanese academia.
During the Japan’s colonial rule of Korea, Japanese scholars, as they tried to locate the military base within the Korean Peninsula from the colonial perspectives, discovered the present-day Cheollyeong area bordering Gangwon-do and Hamgyeongnam-do, defined it as the location of Cheollyeongwi and asserted Cheollyeongwi as the eastern borderline. The Korean academia positively accepted this viewpoint, and defined the location of Cheollyeongwi as an area near the Wonsan Harbor. This greatly influenced not only the demarcation of the borderline at the end of Goryeo and in the early Joseon period, but the demarcation of the whole Goryeo-period’s borderline, and Joseon-period’s borderline.
Against such a backdrop, this study, based on the historical research on various records, newly proved that Cheollyeongwi, a big issue between Goryeo and Ming, constitutes the present-day Benxi area in Liaoning Province, China. Further studies have yet to be conducted, but if the location of Cheollyeongwi is confirmed as a present-day territory of China, the issue of Ssangseong Provincial Office should be reexamined.
This is because the site of Ssangseong Provincial Office has thus far been deemed to be located on Cheollyeongwi on the Korean Peninsula. Thus,studies should be conducted to link the site of Cheollyeongwi and Ssangseong Provincial Office.
The Korean academia should focus on researching on the borderline of the Goryeo period along with these issues. This is because the History of Goryeo, compiled during the Joseon period, says that for borderlines of the Goryeo period, to the north, Seonchullyeong Passwas the borderline, and to the west, the borderline was the land of Goguryeo;these records are greatly different from the borderline of the Goryeo period as we know today.
