장애 유형별 특수학교 홈페이지의 웹 접근성 분석 및 개선 방안 탐색 (Types of Disability in Special Schools, Home Improvement, and Analysis of Web Accessibility navigation)

초록

본 연구에서는 'KADO-WAH 3.0'이라는 웹 접근성 평가 도구를 사용하여 전국의 특수학교 및 장애 유형별로 웹 접근성 지침 준수 여부를 평가함으로써, 장애 유형별 웹 접근성 준수율의 문제점을 도출하고 구체적인 개선 방안을 제시하는데 그 연구 목적이 있었다. 본 연구의 목적을 달성하기 위하여 전국 특수학교 중에서 장애 유형별로 시각 장애 6개 학교, 청각 장애 9개 학교, 정신 지체 장애 8 개 학교, 지체부자유 장애 8개 학교, 발달 장애 18개, 중복 장애 6개 학교 등 총 55개 특수학교 홈페이지를 대상으로 한국형 웹 접근성 지침((KWCAG 1.0) 총 4개 영역 18개 항목 중에서 자동적으로 평가 가능한 9개 항목만을 대상으로 하였다. 구체적인 평가 방법은 'KADO-WAH 3.0'의 평가마법사를 이용하여 국내 특수학교 홈페이지를 한국형 웹 접근성 지침을 적용하여 깊이 제한 10, 최대 페이지 수 100으로 설정하여 웹 접근성 준수 여부를 평가하도록 하였다.
본 연구의 결론으로 특수학교 홈페이지의 웹 접근성 준수율을 높이기 위한 개선 방안을 제시하면 다음과 같이 정리할 수 있다. 첫째, 장애 유형별 특수학교에 따라 웹 접근성 영역 및 항목별로 준수율에서 많은 차이가 나타나기 때문에, 낮은 웹 접근성 준수율을 보이는 영역 및 항목을 우선적이고 집중적인 수정 및 보완이 필요하다. 둘째, 장애 유형별로 특수학교의 웹 접근성의 평균 준수율은 다른 장애 유형 특수학교에 비해, 시각 장애 학교, 청각 장애 학교, 지체부자유 장애 학교에서 웹 접근성 준수율이 낮게 나타났기 때문에, 장애 유형별 특수학교에 따른 맞춤형 웹 접근성 지침을 개발할 필요가 있다. 셋째, 장애인 등이 비장애인 등과 동등하게 특수학교 홈페이지에 접근하여 자유롭게 이용하도록 연 1회 이상 특수학교 홈페이지의 웹 접근성 준수율을 지속적으로 점검하고 확인하는 행․재정적인 지원책이 강구되어야 한다. 넷째, 홈페이지를 설계하고 운영하는 설계자 및 운영자, 웹 콘텐츠를 개발하는 개발자에게 반드시 필요한 특수학교 홈페이지에 관한 웹 접근성 향상 국가표준 기술 가이드라인 및 매뉴얼을 개발하고 안내해 주어야 한다.

영어초록

In this study, 'KADO-WAH 3.0' using a web accessibility evaluation tool, special schools across the country, by type of disability can assess compliance with web accessibility guidelines. The issue of web accessibility compliance rate by disability type should be derived as well as suggestion of concrete ways to improve it. The purpose of this study is to achieve national special schools by types of disability among the following: six schools for the blind, nine schools for the deaf, eight schools for those with handicap, eight schools for those with physical disabilities. 18 schools for those with developmental disabilities, and six for those with multiple disabilities. A total of 55 special education school on the home page of Korean Web Content Accessibility Guidelines (KWCAG 1.0). A total of 18 entries from four regions sentence fragment automatically rate and were available only for nine items. Specific evaluation methods 'KADO-WAH 3.0' which is the wizard of the ratings using the local special school for the Korean web site accessibility guidelines limit the depth of ten. The maximum number of pages to 100 were to assess compliance with web accessibility.
In conclusion, this study of a special school site improvement plan for improving web accessibility compliance when presented can be summarized as follows: First, the web accessibility disability in special schools by type and by topic area, because they had much of a difference in compliance, compliance with web accessibility seems to lower the priority areas and topics, and require intensive modification and supplements. Second, the failure of the special schools by type of Web access to a special school, the average compliance rate compared to other types of disability, blind schools, deaf schools, and school failure in handicapped appeared lower because of compliance with web accessibility, disability type customized according to a special school. There is a need to develop a web accessibility guideline. Third, regardless of the handicapped or not, they are equally free to access to the site and constantly checking the web accessibility compliance once a year and to identify the row. Financial support measures must be taken. Fourth, the web site is designed and operated by designers and operators, developers of Web content to the site required a special school on Web Content Accessibility Guidelines and the Manual of Standards and Technology to enhance national development that should guide you.
