19세기 解由文書와 重記에 관한 사례연구 -「寧越府使 解由文書」와 『尹等內重記』를 중심으로 - (The Case Study on Haeyu Document and Junggi in 19th Century - Focused on 「Youngwol Busa Haeyu Document」and 『Yundeungnaejunggi』 -)

초록

이 글은 조선시대 관원의 해유와 관련이 있는 解由文書(解由狀)와 重記에 관한 사례 연구로써 실제 두 자료가 각각 어떠한 상황 속에서 작성되어 서로 어떠한 목적을 가지고 어떻게 사용되었는지에 대해 밝히는 것이 주된 연구내용이다. 연구대상으로 삼은 자료는 1809년(순조 9) 12월 26일 이후에 작성된 <윤등내중기>와 1810년(순조 10)에 작성된 「영월부사 해유문서」로, 두 자료는 윤효관(1745~1820)이 영월부사에서 체직되어 해유하는 과정에서 작성된 사례로 지금까지 발굴되지 않았던 경우이다.
두 자료는 작성시기가 다르고 수록하고 있는 내용이나 그 형식 또한 동일하지는 않지만 두 자료의 작성시기와 전임관 윤효관과 후임관 박명섭의 교체시기를 통해 윤효관이 영월부사에서 체직될 때 <윤등내중기>가 인수인계 문서로 먼저 작성되었고 이후 후임관이 도임한 이후 「영월부사 해유문서」가 작성되었음을 알 수 있었다. 즉, 두 자료는 윤효관이 영월부사에서 체직되어 ‘해유’라는 절차를 거치는 과정에서 작성되었음을 알 수 있는데, 바로 이 부분이 두 자료의 관련성을 뚜렷하게 보여주고 있는 점이다.
지방관이 체직할 때 작성한 중기는 이후 후임관이 전임관의 해유를 위해 관찰사에게 올리는 해유첩정의 저본이 된다는 점이다. 이 부분에 대해서는 해유문서와 중기의 내용을 비교한 결과, 중복되는 부분을 발견하였고 이것은 중기의 내용 가운데 대동세나 상정세와 같이 중앙에서 파악 또는 배정해 놓은 지방 세액과 관련된 일정 부분만을 해유첩정에 기재한 것으로 이해하였다. 이와 함께, 중기에는 기재되어 있지 않은 公廨, 城子, 裁植 등의 항목이 해유문서에 기재된다는 점을 확인하였다.
중기와 해유문서는 관리가 교체되어 해유할 때 작성되는 자료로 서로 밀접한 관련성을 지니고 있다. 이 가운데 중기는 해당 관사에서 소관하는 錢穀, 軍器 등 일체의 모든 공물을 일정한 기간마다 그 변동 및 현존 상황을 파악하고 책임자의 확인을 거쳐 해당 관사에 항상 비치해두는 회계문서이면서, 관리교체시에는 전임관과 후임관의 인수인계문서로 사용되었으며, 후임관이 작성하는 해유첩정의 저본이 되었다.

영어초록

This writing is a case study on Haeyu Document (writ of release) and Junggi(overlap recording) related to the handover of a government official in Chosun Dynasty covering the main content of the research to clarify in what kinds of situations the two data were drawn up really and with which purpose and how they were used mutually.
The materials of research objects include <Yundeungnaejunggi>written after December 26, 1809(King Sunjo 9) and 「Youngwol Busa Haeyu Document」written in 1810(King Sunjo 10), and the two data are the cases drawn up in the process when Yoon Hyo-kwan(1745~1820) was replaced from Youngwol Busa and released from his duties, which case was not discovered up to the present.
The two data are different in the period of writing and are not the same in the content or the form, but it could be known that through the writing time of two data and the replacement period between the preceding official Yoon Hyo-kwan and the succeeding official Park Myung-seob, <Yundeungnaejunggi>was written first as the document of handover when Yoon Hyo-kwan was replaced from Youngwol Busa, and then 「Youngwol Busa Haeyu Document」was drawn up after the succeeding official started for his new post. That is, two data can be presumed to be written in the process when Yoon Hyo-kwan was dismissed from Youngwol Busa and was passing the procedure of "release from the duties", and just this part is the point showing the relation of two data clearly.
Junggi(overlap recording) which a district official drew up in his replacement becomes the base text of Haeyuchebjeong a succeeding official submitted to a provincial governor for the release from the duties of a preceding official. In relation with this part, as the result of the comparison of the contents of Haeyu Document and Junggi, the overlapping part was detected, which was understood that only a certain part related to the district tax amount which the central government grasped and allotted such as daedong tax or sangjeong tax out of the content of Junggi was written down in Haeyuchebjeong. Moreover, it was identified that the items not written in Junggi such as Gonghae, Seongja, and Jaesik etc. was written in Haeyu Document.
Junggi and Haeyu Document are the data drawn up when an official was replaced and released from his duties and they have a close relation to each other. Out of these, Junggi is the accounting document with which the relevant government office figured out the fluctuation and existing status of all the public property such as the money and grain and military articles in its custody by a certain period, got the confirmation of the person-in-charge and always put it in the relevant public office, which was used as the document of handover between a preceding official and a succeeding official in time of replacement, and became the basic text of Haeyucheobjeong which the succeeding official drew up.
