초록

『승정원일기』는 조선시대 승정원에서 君臣의 말과 글 및 동정 등을 일기 형식으로 기록한 책이다. 그 중 국왕과 신하 사이의 대화 내용은 입시한 注書가 草冊에 기록하였다가 『승정원일기』에 옮겨 적었다. 국왕과 신하 사이의 대화 내용 중 문서로 작성하여 공개할 필요가 있는 사안은 문서로 작성하였는데, 국왕이 지시한 사안인지 또는 신하와 논의하여 결정한 사안인지에 따라 榻前傳敎, 榻前下敎, 榻前定奪, 擧行條件 4가지의문서로 나뉘었다.
榻前傳敎는 신하들이 입시한 자리에서 국왕이 불러주는 전교를 승지가 그대로 받아 적어 직접 인용 형식으로 작성한 전교이다. 傳敎는 두 종류가 있었다. 하나는 承旨가 입시하지 않았을 때 국왕이 司謁이나 承傳 色을 통해 승정원에 문서로 전달하여 승지가 베껴 적는 전교이고, 또 하나는 승지가 입시하였을 때 국왕이 불러주는 대로 받아 적어 작성한 전교이다. 전자를 備忘記라고 하였고, 후자를 탑전전교라고 하였다.
榻前下敎는 신하들이 입시한 자리에서 국왕이 지시한 사안을 승지가 요약하여 간접 인용 형식으로 작성한 하교이다. 下敎도 두 종류가 있었다. 하나는 승지가 입시하지 않았을 때 국왕이 承傳色이나 司謁을 통해 승정원에 구두나 문서로 전달하여 승지가 받아적은 하교이고, 또 하나는 승지가 입시하였을 때 국왕이 지시한 사안을 승지가 요약하여 작성한 하교이다. 전자를 口傳下敎라고 하였고, 후자를 탑전하교라고 하였다.
榻前定奪은 신하들이 입시한 자리에서 신하의 건의에 따라 국왕이 결정한 사안을 승지가 요약하여 간접인용 형식으로 작성한 문서이다. 탑전하교는 국왕이 일방적으로 결정하여 지시한 사안을 문서로 작성한 것이지만, 탑전정탈은 신하의 건의에 따라 국왕이 수용하여 결정한 사안을 문서로 작성한 것으로, 서로 차이가 있었다. 따라서 동일한 사안이라도 국왕의 지시에 따른 것이면 ‘「∼」라는 탑전하교’라고 적었고, 국왕이 신하의 건의에 따라 결정한 사안이면 ‘「∼」라는 탑전정탈’이라고 적었다.
擧行條件은 신하들이 입시한 자리에서 국왕과 신하가 나눈 대화 내용 중 지방에 알려야 할 사안과 조정관원이 알아야 할 사안 등을 주서가 작성하여 국왕의 재가를 거친 문서이다. 탑전정탈은 승지가 요점만 간접인용 형식으로 작성하였지만, 거행조건은 군신의 대화 내용까지 비교적 자세하게 직접 인용 형식으로 작성하였다는 점에서 서로 차이가 있었다. 注書가 입시한 자리에서 물러나와 거행조건을 작성할 때에는 해당 사안을 논의했던 당사자에게 簡通을 보내 확인한 뒤 작성하였다. 거행조건은 대체로 朝報에 반포하였지만, 모두 반포한 것은 아니었다.

영어초록

Sŭngjŏngwŏnilgi is a chronicle of the records of words, writings, and conducts of the king and the subjects during the Chosŏn period, compiled by Sŭngjŏngwŏn (The Royal Secretariat). As for the dialogues between the king and the subject, the Chusŏ (注書) who attended that meeting used to take notes of them and later transcribed them in the Sŭngjŏngwŏnilgi. The dialogues that need to be documented and made public were produced as documents. Such documents were sorted by four categories depending on different processes of the decision making. Such four categories were as following: T’apchŏnjŏn’gyo (榻前傳敎), T’apchŏnhagyo (榻前下敎), T’apchŏnjŏngt’al (榻前定奪), and Kŏhaengjogŏn (擧行條件).
T’apchŏnjŏn’gyo (榻前傳敎) is the document that recorded the direct order (jŏn’gyo) from the king by Sŭngji (承旨), when the king made the order with his subjects attended. There were two kinds of jŏn’gyo (傳敎). The first jŏn’gyo was the record reproduced by Sŭngji when the one was absent and thereby the king transmit it to Sŭngjŏngwŏn through Saal (司謁) or Sŭngjŏnsaek (承傳色) in the form of a document. The other was the record directly produced by Sŭngji by taking down the king’s statements when Sŭngji was present with the king. The former was called Bimanggi (備忘 記), and the latter was called T’apchŏnjŏn’gyo.
T’apchŏnhagyo (榻前下敎) is the document of king’s order (hagyo) that Sŭngji summarized the king’s statement in the form of an indirect quote, when the subjects were present with the king.
There were two kinds of hagyo. The first was the record reproduced by Sŭngji when the one was absent and thereby the king transmit it to Sŭngjŏngwŏn through Saal or Sŭngjŏnsaek as a form of a document or verbal notice. The other was the document directly produced by Sŭngji by summarizing the king’s instruction when Sŭngji was present with the king. The former was called Kujŏnhagyo (口傳下敎), and the latter was called T’apchŏnhagyo.
T’apchŏnjŏngt’al (榻前定奪) is the document produced when the king made a decision by following his subject’s suggestion. The Sŭngji wrote the document by summarizing the king’s decision in the form of an indirect quote. On the contrary, T’apchŏnhagyo is the document that directly took down the king’s unilateral order. As such, T’apchŏnjŏngt’al differs from T’apchŏnhagyo in that it was a product of the king’s acceptance of the subject’s suggestion.
Therefore, Sŭngji used two different expressions (T’apchŏnjŏngt’al, T’apchŏnhagyo) by distinguishing those two different contexts behind the king’s decisions, even when both of the decisions were dealing with the same issue.
Kŏhaengjogŏn (擧行條件) is the document produced when there were issues that regional officials and court officials should be informed of during the discussion between the king and the subjects.
It was produced by Chusŏ and went through the process of the king’s authorization. While T’apchŏnjŏngt’al was written with an indirect quote of the summary of the king’s decisions, Kŏhaengjogŏn d if fered f rom T’apchŏnjŏngt’al in that it directly quotes the dialogue between the king and the subjects relatively in detail. Also, when Chusŏ leaves his seat and write the Kŏhaengjogŏn, he asked to confirm the words of those who discussed the issue by sending a letter to them. Kŏhaengjogŏn used to be published and proclaimed in the official gazette (朝報), but not all of them.
