원주시 근린공원의 유니버설디자인 적용에 관한 연구 (A Study on the Application of Universal Design to the Wonju Neighborhood Park)

초록

(연구배경 및 목적) 최근 코로나19(COVID-19)의 영향으로 다양한 활동 공간들이 제한되면서 시민들은 심리적으로 답답함을 느끼고, 개방되어 있는 거주지 인근의 근린공원을 찾고 있다. 이러한 도시공원은 공공재로서, 남녀노소 모두와 사회적 약자들도 누구나 이용할 수 있는 열린 공간이어야 한다. 따라서 도시근린공원에서 유니버설디자인(Universal Design)의 적용이 요구된다. 이에 본 연구는 근린공원에 대한 유니버설디자인 적용성 평가를 하며, 유니버설디자인 관점의 개선안을 제시하는 것에 목적이 있다. (연구방법) 연구방법은 첫째, 문헌조사를 통해 근린공원의 개념과 현황을 파악하고, 유니버설디자인의 개념 및 평가요소, 선행연구별 유니버설디자인 평가지표 적용방법을 고찰하였다. 둘째, ‘서울시 유니버설디자인 통합 가이드라인’에서 평가할 공원 내 적용범위 내용을 참조하여 5개의 항목으로 나누고, ‘강원도 유니버설디자인(UD) 기초연구’의 유니버설디자인 원칙을 참조하여 6개의 유니버설디자인 원칙을 도출하여 근린공원의 유니버설디자인 적용성 평가 분석표를 구성하였다. 셋째, 원주시에 위치한 근린공원을 조사대상지로 선정 ･ 분석한 후 현장조사를 진행하였다. 넷째, 현장조사 내용과 분석표를 기준으로 근린공원의 유니버설디자인 적용성을 평가, 분석한 후 개선안을 도출하였다. (결과) 원주시에 위치한 근린공원의 유니버설디자인 적용성을 분석한 결과 조성 연도에 따라 유니버설디자인 적용성에 차이가 보였고, 오래된 공원일수록 유니버설디자인 적용성이 낮아지며, 지속성 > 쾌적성 > 편리성, 정확성 > 안전성 > 기능성 순으로 유니버설디자인 적용성이 낮은 것으로 나타났다. (결론) 공원의 조성 시기별로 오래된 공원의 경우 지속성이 가장 낮았고, 이는 가이드라인의 역할과 중요성을 알 수 있었다. 또한, 이러한 결과는 안전성과 쾌적성에도 연관되어 있기 때문에 이를 토대로 지속적인 관리체계 구축이 필요하며, 새로운 도시공원 조성에 적용될 체크리스 뿐만 아니라 지속적인 공원관리 유니버설디자인 체크리스트 연구와 개발이 필요하다. 본 연구가 원주시를 비롯한 각 지자체 도시근린공원의 유니버설디자인 관점의 개선과 지속적인 관리에 적절한 도움을 줄 수 있기를 기대해 본다.

영어초록

(Background and Purpose) Recently, as various activity spaces are restricted due to the influence of COVID-19, citizens feel psychologically “stuffy” and are looking for open neighborhood parks near their residences. As a public good, such an urban park should be an open space that can be used by both men and women of all ages and socially disadvantaged people. Therefore, application of universal design is required in urban parks. This study evaluates the applicability of universal design to neighborhood parks and suggests improvements from the perspective of universal design. (Method) First, the concept and current status of neighborhood parks were identified through literature search, and the concept and evaluation elements of universal design, and the method of applying universal design evaluation indicators for each previous study were considered. Second, it is divided into five items by referring to the scope of application within the park to be evaluated in the “Seoul City Universal Design Integrated Guideline,” and six universal design principles are derived by referring to the universal design principles of “Gangwon-do Universal Design (UD) Basic Research.” Therefore, an analysis table for the evaluation of UD applicability of neighborhood parks was composed. Third, a neighborhood park located in Wonju was selected and analyzed as the target site, followed by on-site investigation. Fourth, an improvement plan was derived after evaluating and analyzing the applicability of the UD of the neighborhood park, based on the current situation survey contents and analysis table. (Results) The analysis of the UD applicability of a neighborhood park located in Wonju-si revealed a difference in its applicability according to the year of construction. The older the park, the lower the applicability, and the applicability was low in the order of sustainability > comfort > convenience, accuracy > safety > functionality. (Conclusions) In the case of the oldest parks by period of creation, the sustainability was the lowest, indicating the role and importance of the guidelines. In addition, since these results are also related to safety and comfort, it is necessary to establish a continuous management system based on this, and continuous research and development of the UD checklist for park management, as well as the checklist applied to the creation of new urban parks is required. It is hoped that this study will provide adequate help to the improvement and continuous management of the UD perspective of urban neighborhood parks in each local government, including Wonju.
