일제강점기 경성양로원의 설립과 운영 (The Establishment and Management of the Gyeongseong Nursing Home during the Japanese Colonial Period)

초록

1927년 8월 개원 이래 경성양로원은 ‘무의무탁’의 여성노인들을 수용했으며, 1929년 2월 재단법인으로 인가받아 발전을 거듭하여 현재까지 유지되고 있는 일제강점기 대표적인 노인복지기관이다. 개원 당시 대한제국기 궁녀(宮女)들을 수용했기 때문에 이후에도 여성노인들만을 대상으로 운영되었다.
경성양로원의 첫째, 전국 유일의 재단법인 양로원이었다. 둘째, 설립시기와 수용인원은 전국에서 중위권이었지만, 시설건물의 시가와 수익재산, 세입ㆍ세출, 시설용지 규모 등은 상위권이었다. 셋째, 설립시기와 시설용지 규모를 제외하면 같은 서울 소재인 경성불교자제회 양로원을 능가했다. 넷째, 해방 이후까지 운영된 유일한 양로원이었다. 다섯째, 이원직 등 불교신자들이 중심이었던 운영진이 오긍선ㆍ윤치호 등 기독교인들로 전환된 독특한 사례이다.
일제는 ‘합병’ 이래 조선사회사업연구회를 조직하여 다양한 사회사업을 전개했으나 실적은 여의치 못했다. 그러자 민간에서 운영하는 사회사업기관에 대한 지원하는 강화했는데, 경성양로원의 설립 과정에서 국유임야를 10년간 무상대부하고, 설립 2년만에 재단법인을 인가한 것은 그같은 이유에서였다.
특히 경성양로원이 설립된 1926년 총독부에서는 500명 이상을 수용할 수 있는 양로기관의 설치를 계획했지만 무산되었던 터였다. 그리고 해방 이전까지 경성양로원이 유일한 재단법인 양로기관이었다는 점은 노인복지기관의 전반적인 영세성을 보여준다. 그리고 1936년 전국 9개 양로원 전부를 민간에서 운영했고, 그 중 7개를 종교계에서 운영했던 점은 일제강점기 사회사업정책의 한계를 보여준다.

The Gyeongseong Nursing Home was founded in August, 1927 and accepted the female elderly that were “helpless.” Since its approval as a foundation in February, 1929, it has achieved ongoing development and maintained its status as one of representative welfare institutions for the elderly founded during the Japanese rule. It accepted court ladies during the period of Korean Empire and has since targeted only the female elderly.
There were several characteristics of the Gyeongseong Nursing Home: first, it was the only nursing home that is a foundation in the nation; second, it was in the middle tier in terms of establishment time and capacity in the nation, but its place was in the top tier in terms of market price of facility building, revenue property, revenue and expenditure, and size of facility site; third, it exceeded the Gyeongseong Buddhist Jajehoi located in Seoul like it except for the establishment time and size of facility site; fourth, it was the only nursing home that was run even after the liberation of Joseon; and finally, it presents a unique case of a shift in the management from Buddhists including Lee Won-jik to Christians including Oh Geung-seon and Yun Chi-ho.
The Japanese Empire organized the Research Society for Social Works in Joseon and carried out a variety of social works after its “annexation of Korea,” but the results were not good. It then reinforced supports for social work organizations run in the private sector. It, for instance, rented state-owned forests and land to the Gyeongseong Nursing Home with a free loan for ten years and approved its status as a foundation two years after its establishment.
The Japanese Government General of Korea planned a nursing home facility to hold 500 people or more in 1926 when the Gyeongseong Nursing Home was founded, but its plan fell apart. The fact that it was the only nursing home facility as a foundation until the liberation of Joseon demonstrates the overall smallness of welfare institutions for the elderly. The limitations of social work policies by the Japanese Empire were demonstrated in the fact that all of the nine nursing homes around the nation were managed by the private sector in 1936 with seven of them run by the religious circles.
