원간섭기 商議 관직의 설치와 변화 (Installation and Change of Sangeui(商議) Position during Yuan Intervention period)

This paper is to consider the Sangeui Position which is mentioned whenever the increase of membership in Dopyeongeuisasa(都評議使司) of late Goryeo is discussed. By examining the installing and changing processes of Sangeui position during Kings Chung'ryeol- wang and Chung'seon-wang, this study reveals that the increase of membership in Dopyeongeuisasa had no direct relation with the position.
Since the late age of Chung'ryeol-wang, the confliction between political power groups got greater because of re-enthronement of Chung'ryeol-wang and Chung'seon-wang. As Chung'ryeol-wang was restricted by Yuan in his execution of kingship, he suffered much difficulty in governing. Therefore, he introduced the Sangeui Position from Yuan and granted this position to his high ministers without portfolio, making them participate in the national administration as a counselor. In 27th year of Chung'ryeol-wang, the titles of positions which were same as those of Yuan were changed into others by edit. At this time, Sangeui became Jaeui(諮議).
After restoring his power in Goryeo thanks to his assistance in the succession of Yuan’s emperor, Chung'seon-wang tried to rule over Goryeo while staying in Yuan. He distributed his supporters in the government and, to draw out the help and cooperation of more ministers, he granted the positions of Jaeui and Gweonsiksau(權授) not only to those without portfolio but also to incumbent officials in Cheom'eui-bu(僉議府), MilJiksa(密直司) and 3rd rank to let them discuss/decide the administrative affairs. Furthermore, he let the officials appointed as Jaeui and Gweonsu deal with their own duties in the relevant offices of Jaeui and Gweonsu. Therefore, though the Sangeui position was given to retired officials, they came to deal with the works of offices to which they belonged.
As his in-Yuan ruling got on track, Chung'seon-wang let Sigmogdogam (式目都監) decide the administrative problems. Abolishing the Jaeui position, he appointed high ministers who were not Pansigmogdogam(判式目都監事) or Simogdogamsa(式目都監使) while participating in Signogdogam to be Sangeui Hoeuidogamsa. Thus, Sangeui became the position for the high ministers without portfolio while participating in Sigmogdodam.
Sangeui was the official position installed during the special Yuan Intervention period when the royal sovereignty was restricted by Yuan. Suffering several rough changes of the political situation in late days of Chung'ryeol-wang and of Chung'seon-wang, it came to be settle in Goryeo society.
