경성보육원의 설립과 운영(1919~1945) (A Study on the Foundation and Operation of Gyeongseong Nursery School(1919~1945))

초록

이 논문은 일제강점기 한국인들이 서울에 설립한 대표적 민간고아원인 경성보육원에 대해 살펴본 것이다. 경성보육원은 김병찬이 자택에 고아들을 모아 돌보기 시작(1919.10)한 이후 경성고아구제회 발기(1920.1)→경성고아구제회 조직(1920.2)→경성고아원 개원식(1921.5)→재단법인 경성보육원 인가(1922.5)→안양분원 설치(1936.9) 등의 복잡한 과정을 거치며 서울의 대표적 사회사업기관으로 성장했다. 그리고 이 과정에서 김병찬·윤치호·오긍선 등 발기인·이사진은 물론 각계각층이 망라된 후원자들의 관심과 성원이 이어졌다. 특히 이 보육원은 그 역사가 현재까지 계승되고 있는 흔치않은 사회복지기관이란 점에서도 의미가 있다.
경성보육원은 총독부·경성부로부터도 매년 지원을 받았다. 이는 1920년대 들어와 일제가 ‘문화정치’를 표방하면서 조선사회사업협회를 창립하는 등 ‘사회사업’을 강화한 데 따른 것이기도 하다. 따라서 이 보육원은 1920년대 이후 일제의 사회복지정책을 이해하는 데도 중요하다. 경성보육원은 서울의 민간 사회복지기관으로는 규모가 가장 컸고 사회적 관심도 많이 받았다.
그 동안 한국 근현대사학계는 고아원·양로원과 같은 사회사업기관에 대해서는 큰 관심을 두지 않았으며, 사회복지학계에서도 그 역사를 정리하는 데 노력을 기울인 것 같지는 같다. 관련 논저가 거의 없는 실정에서 이 논문은 경성고아원은 물론 당시 서울의 사회사업 상황, 일제의 사회복지정책 등을 연구하는 데 작게나마 도움이 될 것이다. 더불어 이 시기 孤兒·棄兒·迷兒가 매년 증가하는 모습을 통해 당시 서울의 사회상을 이해하는 데도 보탬이 되리라 생각한다.

영어초록

This paper presents an investigation into Gyeongseong Nursery School, the representative private orphanage established by Korean people in Seoul during the Japanese rule. Gyeongseong Nursery School started at the home of Kim Byeong-chan, who invited orphans to his own home and took care of them(October, 1919). Then it evolved into one of Seoul's representative social welfare institutions through a complex process of proposal for Gyeongseong Relief Center for Orphans(January, 1920), foundation of Gyeongseong Relief Center for Orphans(February, 1920), opening of Gyeongseong Orphanage (May, 1921), approval of a foundation called Gyeongseong Nursery School(May, 1922), and establishment of its Anyang division(September, 1936). There was an ongoing stream of concern and support from sponsors from all social classes as well as the projectors and directors including Yun Chi-ho, Oh Geung-seon, and Kim Byeong-chan throughout the process. Gyeongseong Nursery School is also significant in that it is one of the rare social welfare institutions that remain even today.
Gyeongseong Nursery School also received annual support from the Government-General and Gyeongseong Office as the ruling Japanese announced "cultural politics" and reinforced its "social work" including the establishment of Joseon Association of Social Work in the 1920s. Thus the nursery school is important to the understanding of the ruling Japanese's social welfare policies in the 1920s and after. It was the biggest private social welfare center of Seoul and subject to much social interest.
In Korea, the early modern and modern history community has not paid much attention to social work institutions such as orphanages and nursing homes, and the social welfare community has not made much effort to arrange the concerned history, either. With few discussions on the subject, the study will offer even the smallest help for the study of Seoul's social work and the ruling Japanese's social welfare policies in those days. In addition, it will help to understand the social aspects of Seoul by showing the annual increase of the number of orphans, starving children, and mission children those days.
