원불교의 政敎同心과 시민적 덕성 (A Study on the Harmony of Politics and Religion(政敎同心) and the Civic Virtue in Won-Buddhism)

초록

본고는 일제 강점기부터 오늘날에 이르기까지 원불교의 정교동심의 추이와 민주주의 시대에 사회 전체의 보편적 선을 추구하는 시민적 덕성과의 상관관계 및 그 의의를 밝히기 위해 작성되었다. 소태산 박중빈은 일제 강점기에 민족이 약자의 상태를 벗어나기 위해서는 정치와 종교가 힘을 합쳐 새로운 문명국가를 건설해야 한다고 주장했다. 그가 이상적으로 생각하는 정치형태는 자유롭고 평등한 민주공화국이었다. 그는 민주공화국에 필요한 정신적 토대로서 일원상(一圓上)의 인격과 사은사요(四恩四要)의 시민적 덕성을 제시했다. 일원상의 인격은 민주공화국에서 의사소통과 공론의 형성을 가능하게 정신적 원리이며, 사은사요는 은혜와 생명력이 가득한 대자유의 세상과 인간평등, 지식평등, 교육평등, 생활평등의 대평등의 세상을 실현하는 시민적 덕성이 되기 때문이다.
1945년 해방이 되자 정산 송규는 원불교를 이끌면서 국가건설에 적극 참여하였다. 특히 정산은 1945년 10월 『건국론』을 발표하여, 새로운 국민정신의 토대위에 정치, 경제, 사회, 문화 등의 발전방안을 마련하였다. 자립과 공공성을 중시하고, 교육과 훈련, 약자가 강자로 되는 진화상의 요법을 제시하였는데, 정교동심과 사은사요의 덕성을 다양한 형태로 반영하였다. 이어 1961년에는 일원주의와 사은사요에 바탕을 둔 삼동윤리를 제창하여 원불교의 세계화를 주장하였다. 대산 김대거 역시 정교동심을 적극 실천하였다. 사은사요의 시민적 덕성의 기초위에 정신, 청소, 식사, 의복, 주택, 생산, 시책을 통한 7대 새 생활 운동에 나섰고, 세계평화를 돕기 위한 종교연합운동과 평등한 세계평화의 기초를 확립하고자 하였다. 1980년대 민주화시기에는 광주민주화운동이나 6.10 항쟁에 대해 대진급의 시기를 맞이하여 원한을 풀고 함께 새 세상에 나가자고 하였다. 사은사요의 정신을 반영하여 정치적인 갈등과 아픔을 치료하기 위해 노력한 것이다.
1990년대 이후 본격적인 시민사회를 맞이하여, 원불교는 생활세계에서부터 정치, 인권, 여성, 통일운동 뿐만 아니라 자연, 환경, 인류평화 등 전 지구적 영역에까지 폭넓게 시민운동에 참여하고 있다. 자연과 환경, 인간을 동시에 살리게 하기 위해 천지, 부모, 동포 법률 사은에 대한 보은을 통해 우주적 공공성으로까지 확장되고 있는 것이다. 이처럼 일원상의 인격과 사은사요는 민주공화국의 정신적 원리이자 주요한 시민적 덕성이라고 할 수 있는 바, 향후 보다 적극적인 해석과 실천적인 규범 제시를 통해 시민종교이자 공공종교로서의 원불교의 위상을 확고히 할 필요가 있다고 하겠다.

영어초록

The purpose of this study is to clarify the correlation and its significance between the development of the Harmony of Politics and Religion(政敎同心) in Won Buddhism and the civic virtue pursuing the universal good of the entire society in the democratic age from the Japanese colonial period until today. Sot`aesan, Park Jung-bin thought that politics and religion work together and build a new civilized country in order for the people escape from the state of the weak in the Japanese occupation. His ideal political form was the free and equal democratic republic. He put high value on the personality of Ilwonsang (One Circle) and the civic virtues of the Fourfold Grace and the Four Essentials as a spiritual foundation for the democratic republic. Because the personality of Ilwonsang (One Circle) is the primary mental source of communication and the formation of public opinion in the Democratic Republic, and the Fourfold Grace and the Four Essentials is the civic virtues that realizes the world of the great freedom full of grace and vitality and the world of the great equality of human equality, knowledge equality, education equality, and living equality When the country was liberated in 1945, Chŏngsan, Song Kyu actively participated in the national construction while leading Won Buddhism. Chŏngsan published a Theory for the Founding of a Country in October of that year and prepared the development measures of politics, economy, society, and culture on the basis of the new national spirit. In particular, he valued not only spiritual independence but also the independence and the publicness in various fields, he suggested evolutionary therapy which the weak becomes the strong through education and training. It was, of course, reflected the virtues of the Harmony of Politics and Religion and the Fourfold Grace and the Four Essentials in various forms. In 1961 Chŏngsan advocated the globalization of Won Buddhism by proclaiming the Ethics of Triple Identity based on Ilwonism and the Fourfold Grace and the Four Essentials.
Daesan also actively practiced the Harmony of Politics and Religion by succeeding Sot`aesan and Chŏngsan. On the basis of the civic virtues of the Fourfold Grace and the Four Essentials, he joined the new life movement of Won Buddhism, launched a religious united movement to help world peace, advocated the foundation of equal world peace can be established when the Four Essentials is practiced. During the period of democratization in the 1980s, Daesan asked to resolve our deep sorrow and go forward to the new world together for the period of great advancement regarding Gwangju Democratization Movement and the June 10 Uprising. It showed that he tried to heal political conflicts and pain by reflecting the spirit of the Fourfold Grace and the Four Essentials.
In the wake of the full-fledged civil society since the 1990s, Won Buddhism is widely involved in civic movements. from the world of living to the realm of global and cosmic publicness including politics, human rights, women, unification, nature and the environment. It means that trough the rewords of the Fourfold Grace of the heaven and earth, parents, compatriot, and law is expanding into the cosmic publicness to save nature, environment, and human beings at the same time. As such, the personality of Ilwonsang (One Circle) is the first mental principle in the Democratic Republic, the Fourfold Grace and the Four Essentials is an important civil virtue, it will be necessary to strengthen the status of Won Buddhism as a civil religion and a public religion through more active interpretation and suggestion of practical norms.
