수용자에 대한 개신교와 원불교의 종교교화 비교 : 원불교의 교화개선방안을 중심으로 (A comparative study between protestantism and Won-Buddhism on the religious correction of inmates : Centered on the improvement of Won-Buddhism on the religious correction of inmates)

초록

수용자에 대한 교정이념으로의 교육형주의(敎育刑主義)의 가장 오래되고 보편적 수단이 종교에 의한 교화이며, 종교는 범죄인 교화에 긍정적 영향을 끼쳐 왔다. 우리나라에서 한국의 기독교 우파는 미군정과 제1공화국과 정치·이념·종교적 이해관계가 일치하면서 개신교는 1960년까지 형목(刑牧)제도를 통해 교도소 수용자에 대한 종교교화에서 독점적 지위를 구축했다. 그 뒤 형목제도가 폐지되었지만 보수주의로 무장된 개신교는 권위주의 정권과 문민정부 등을 거치면서도 항상 정권이념과 밀접한 친화력을 가지고 교정시설에서 수용자에 대한 종교교화에서 가장 강력한 세력을 형성하고 있으며, 실제로 재범방지에서 가장 큰 기여를 하여 왔다. 교단·개교회·초교파 교정선교기관 등 다양하고 많은 기관들이 경쟁적으로 교정선교를 통해 수용자를 교화시켜 왔다. 또한 갈수록 교정선교가 전문화·조직화되면서 질적으로도 세련되고 있지만, 개신교적 종교교화의 근본은 복음의 전파라는 선교가 일차적 목적이다.
이에 반해 1983년에 교정교화가 부분적으로 시작된 원불교는 교단차원이 아닌 일부 교무와 교도들의 개인적인 헌신적 차원에서 시작되었다. 2011년에 교정교화협의회가 결성되었지만 여전히 특수교화에 대한 교단의 무관심과 내부적 요인 및 신자 수의 한계 등으로 37년이 지난 지금에도 일부 교정시설에서만 교정교화가 되고 있고 비체계화·비조직화·비전문화 등으로 교정교화의 확장성에 한계가 있다. 그러나 원불교의 정신개벽사상과 4대 강령을 고려한다면 소외된 교정시설에 대한 특수교화의 실천적 당위성은 있으며 특히 교리의 실용성과 표용정신은 교정교화의 확산의 잠재력을 제고하는 비교우위가 있다. 따라서 개신교의 교정선교와 원불교의 교정교화를 이념, 영역, 주체와 대상, 프로그램 측면에서의 비교를 통하여 원불교 교정교화의 문제점과 개선방안을 기술하였다.

영어초록

The oldest and most common means of education penalty as correction ideology for criminals is religious correction and religion has had a positive influence on the correction for them. In korea, conservative christian has established an exclusive position with political, ideologic, religious interests in the U·S military regime and First-Republic in the religious correction of prison inmates through the prison-chaplin. Although the prison chaplin has since been abolished, conservative christian has always had an affinity with all regime ideology while going through authoritarian regime and civil regime and forms the most powerful force religious correction for them in korean prison. many various correction missionary institutions including church, christian federation, an ultra-christian correction missionary agencies have competitively cultivated them through correction missionary work. Although correction missionary by protestantism has become more sophisticated in quality as it has become more specialized and organized, mission was the primary purpose of religious correction for them by protestantism.
On the other hand, the religious correction by Won-Buddhism partially started in 1983 and The Won-Buddhism’s correction for them was started on a personal level by some priest and believer. Although The Won-Buddhism correction council by some priest and believer in 2011, thirty-seven years later, due to Won-Buddhism central agency difference of prison correction, internal factors, and limitations in the number of believers, it is still partly in effect and the expansion of The Won-Buddhism religious correction is limited due to the unsystematic and unspecialized, unorganized form. But considering the spiritual opening and the four major principles of Won-Buddhism, There is a practical justification for special correction for them of alienated prisons and the practicality and tolerance of Won-Buddhism doctrines has a comparative advantage in the potential of religious correction for them. Therefore, I asserted the problems and improvement devices of Won-Buddhism by comparing the religious correction of the two religions in terms of their ideology, their area of religious correction, their subject of religious correction and program.
