After the outbreak of the Russia-Ukraine war, Russia was expected to withdraw from the Paris Agreement. Surprisingly, Russia decided to stay as a member, and adopted “Climate Doctrine 2023,” or new sustainable development policy and “Recommendations for ESG Ratings Methodology.” Against this backdrop, the paper analyzes Russia’s sustainable development policies announced before and after the start of the war in Ukraine. There were changes in expression and tone of voice in the perception of climate change, the necessity of scientific research and data, the demand for companies to disclose non-financial information or ESG strategies, etc. Western sanctions against Russia seem to be behind this. To overcome the challenges caused by sanctions, Russia shifted its diplomatic and international economic strategy to find new economic partners from non-Western regions, such as Asia, the Middle East, and BRICS countries. In other words, it appears that Russia's sustainable development policy is not only a measure to respond to climate change, but also a way to overcome sanctions, which can lead to economic development. However, to find out whether Russia’s new sustainable development policy is a superficial gesture or genuine intention, monitoring on laws and regulations or technological capacity should take place in the mid- to long-term. In addition, Russia's sustainable development policy should be reviewed together with energy policies so that they can be evaluated with more comprehensive perspectives.
