자원순환 관점의 공공디자인을 통한 지속가능한 순환도시에 관한 연구 –국내외 자원순환 마을 단위 사업 중심으로- (A Study on the Sustainable Circulation City through Public Design from the perspective of Resource Circulation – Focusing on Local and International Resource Circulation Village Unit Projects-)

초록

(연구 배경 및 목적) 세계적으로 극심한 기후 변화에 대응하기 위해 도시와 지역들은 방치된 폐기물들을 순환하여 공간에 재사용함으로써 에너지 투입을 최소화하는 방안을 모색하는 등 순환 도시로 전환하고자 하는 노력을 하고 있다. 도시 영역에서 자원순환 관점의 공공디자인은 지속 가능한 순환 도시 전략에 중요한 사항이 될 수 있으며, 공공의 가치를 추구하는 하나의 목표를 함께 이룰 수 있다. 이에 본 연구는 도시 영역 내 자원순환 관점의 공공디자인 적용을 파악하기 위하여 공공영역에서 시행되는 사업을 분석한다. (연구 방법) 순환 도시와 관련하여 실제 적용되거나 조성되고 있는 사례는 주로 마을 단위로 지역적 특색을 고려한 프로젝트 중심으로 시행되고 있다. 이는 순환 도시 전환이 발전 초기 단계에 있으며, 모든 도시와 부분에 적용할 수 있는 범용 프로젝트 추진 기반이 부족하고, 정부, 민간, 공공 등의 각 부분의 역할 설정이 필요하기 때문이다. 그러므로, 도시의 지속 가능성과 자원 순환성을 기반으로 공공영역 내 마을 단위의 자원순환 관련 사업을 살펴보고 지속 가능한 순환 도시 적용 목표를 연구한다. (결과) 이에 본 연구는 국내외 지역의 마을 단위 사업 모니터링 결과에서 우수 사례로 평가받은 것을 사례 대상으로 하였다. 특히 주민의 생활 양식과 밀접하게 관련되어 있는 마을 단위의 사업 위주로 살펴보았다. 국내 사례로는 경기도에서 2012년 처음으로 시행한 ‘자원순환 마을만들기’ 사업을 살펴보았으며, 국외 사례로는 쓰레기 제로 도시 개념을 기반으로 한 네 가지 사례를 선정하여 분석하였다. (결론) 국내 자원순환 마을 단위 사업은 국외보다 전략영역이나 사회 기반, 효과성 측정이 낮은 것으로 분석되었으며, 반면 국외는 다양한 전략을 시행하고, 주민 및 다양한 이해관계자들을 참여시킴으로써 순환 도시에서 가장 중요하다고 작용할 수 있는 사항인 경제적 효과성을 창출하였다. 연구 결과는 첫째, 지역자원 연계 및 네트워크 구성이 필요할 것이다. 둘째, 자원순환 관련 사업에 대한 공공디자인 관점의 디자인 요소 및 지역별, 주제별 특화사업 추진이 되어야 한다. 셋째, 자원순환 효율화를 위한 평가 체계가 마련되어야 하거나 프레임워크를 통해 세부 내용을 보완하여 적용해야 할 것이다. 마지막으로, 다양한 이해관계자의 거버넌스 구성 및 운영으로 순차적으로 순환 도시 체계를 확립해 나갈 수 있도록 한다. 본 연구에서는 마을 단위의 사업만 살펴보았지만, 추후 관련 사업 연계성 및 공공디자인 관점의 유·무형의 순환 디자인에 대한 연계성을 살펴볼 수 있을 것이다.

영어초록

(Background and Purpose) To cope with extreme climate change, cities and regions around the world are making efforts to convert into circular cities, such as by seeking ways to minimize energy input by circulating neglected waste and reusing it. In urban areas, public design from a resource circulation perspective can be an important matter for a sustainable circular city strategy and can achieve goals while pursuing public values. Therefore, this study analyzed projects implemented in the public domain to identify and analyze the application of public design from the perspective of resource circulation in urban areas. (Method) Cases applied to or created in relation to circular cities were mainly implemented at the village level, focusing on projects that considered regional characteristics. This is because the cyclical city transition is in the early stages of development, and there is no foundation for promoting general-purpose projects that can be applied to all cities and parts. Role setting in each part of the government, private sector, and public is necessary. Therefore, based on the sustainability and resource circulation of cities, we examined projects related to resource circulation at the village level in the public domain and studied their goals in applying sustainable circulation to cities. (Results) This study examined village-level projects that were closely related to the lifestyles of residents, targeting cases that were evaluated as excellent through monitoring results among local village-level projects at home and abroad; it selected and analyzed four cases on the concept of zero-waste cities in Gyeonggi Province and abroad, where the "Creating Resource Circulation Village" project was implemented for the first time in 2012. (Conclusion) Domestic resource circulation village unit projects were found to have lower strategic areas, social foundations, and effectiveness measurements than those in foreign countries, which implemented various strategies and invited residents and stakeholders to participate in creating economic effectiveness, the most important aspect of a circular city. The results highlight the need for local resource linkages and network construction. Second, specialized projects by region and subject should be promoted from a public design perspective in resource circulation-related works. Third, an evaluation system for efficient resource circulation should be prepared and the details should be supplemented and applied through a framework. Finally, it is possible to establish a circular city system sequentially through the governance composition and operations of various stakeholders. In this study, we only examined village-level projects; however, in the future, we will be able to examine the linkage of related projects and the linkage of tangible and intangible circular designs from the perspective of public design.
