초록

본고의 연구목적은 지금까지 정치적으로 동일하게 파악하였던 김흠돌과
김군관을 관련 교서의 내용 분석을 통해 정치적으로 차이점이 있음을 신
라중대의 ‘골품귀족의 관료화’라는 시각에서 살펴보는 것이다. 이것은 전쟁
의 승리를 통한 영역의 확장과 民의 증가라는 물질적 기반에 변화가 있는
중대가 이전 삼국이 공존하던 시기와 국가체제 면에서 차이가 있음을 확
인하기 위함이고, 김흠돌 모반은 변화하는 신라 중대사회를 보여주는 상징
적인 사건으로 파악하는 것이다.
이를 위해 먼저 김흠돌 세력과 당시 상대등인 진복과의 관등과 관직의
비교, 모반 관련 1차 교서의 내용분석을 통해 중대에 진행되는 국가의 ‘관
료화’ 정책의 반발을 모반의 발생 배경으로 추측하였다.
전쟁을 거친 신라 中代는 골품귀족들에게 새로운 국가체제 운영을 위해
이전의 타고난 신분적 지위와 함께 국가조직의 구성원으로서의 위치도 요구되어지는 시기라고 생각된다. 이에 김흠돌 모반세력은 관료로서의 무능
함과 더불어 딸의 無子로 정치적 지위 또한 불안해짐에 따라 喪中이라는
정치적 공백기를 이용, 모반을 감행한 것으로 판단된다. 즉 시대적 변화와
흐름에 뒤쳐진 진골귀족의 결집이 김흠돌 모반 사건이라고 추측하였다.
다음으로는 모반에 연루되어 처형당하는 군관의 모습을 2차 교서의 내용
을 통해 살펴보았는데, 특히 군관 처리방법과 군관의 태도에 주의하였다.
교서에 따르면 군관은 사전에 역모사실을 알고 있는 듯하지만 그럼에도
그는 적극적으로 모반에 가담하지 않은 듯하며, 그렇다고 미리 국가에 알
리지도 않는다. 결국 이러한 군관의 태도는 방관자적인 입장인데, 그것은
중대 들어 왕을 정점으로 국가운영의 구성원으로서 골품귀족들이 서열화
되고, 인식되어지는 시기에 군관은 골품귀족도, 그렇다고 신라의 관료도
아닌 방관자적인 입장을 취할 수밖에 없었던 것이다.
1차 교서와 달리 2차 교서에 보이는 군관 처형의 이유가 관료로서 책임
을 다하지 못한 것에 대한 질책과 비난이 중심인 것도 김흠돌과는 다른 군
관에 대한 신라(신문왕)의 시각을 확인할 수 있는 사실이라 생각된다. 특
히 2차 교서에 보이는 ‘마땅히 모반의 무리들과 함께 처형하여 후진에게
징계로 삼겠다’라는 표현은 신문왕의 군관 처형의 목적이 분명히 드러나
있다고 이해된다.
681년 신라사회는 ‘골품귀족의 관료화’ 과정의 과도기이자 출발점인 시기
로 파악되며, 군관은 그 시대를 보여주는 대표적인 진골귀족으로 보인다.

영어초록

This paper, based on a close analysis of the royal orders, was
intended to show the dissimilar political stances of the two major
officials in the middle age of Shilla, Kim Heum-dol and Kim Gungwan,
who have been considered to have shared a same political
stance in the previous studies. It also consists a part of an approach
understanding the middle age of Shilla as a transitional period from
the Golpum(骨品) aristocracy to bureaucracy. This research was set
out to affirm that the Shilla middle age in which the dynasty expanded
its territory through wars and its population with the changes in the
mode of production is clearly distinguished especially in respect of
the state system from the previous period when the Three Dynasties
co-existed; consequently, the Kim Heum-dol's revolt is to be redefined
as a significant political event symbolizing the transition into the
Shilla middle age.
To achieve these goals, Kim Heum-dol as well as his supporters'
ranks and official titles were compared with the ones of Sangdaedeng
(上大等) Jin Bok in the first chapter of the paper. Along with a thorough investigation on the first royal order which was issued in
the beginning of the revolt, it is assumed that the bureaucratization
operated by the Shilla court propelled a background to the revolt.
The middle age of Shilla which was started with the end of civil
wars demanded the Golpum aristocrats to transmute themselves into
bureaucrats which a new state organization sought for. Kim Heum-dol,
who was an incompetent bureaucrat, and whose daughter as a queen
turned out infertile, faced insecurity in his own political status. Taking
advantage of the state funeral, he risked the revolt concentrating
the group of reactionary conservative Jingol(眞骨) aristocrats. Thus the
Kim Heum-dol's revolt was the last resist of the Shilla aristocrats
who failed to step along with the major change of the time.
The execution of Kim Gun-gwan who allegedly involved in the
revolt was examined in the second chapter, supported by the study
of the second royal order, focusing on his attitude and the settlement
of the criminal court.
According to the royal orders, Gun-gwan was neither eager to take
part in the revolt although he already knew it was in proceeding, nor
willing to report it to the court. He, in the vortex of bureaucratization
process putting the king in the center of political power, had no
choice but to take a position of bystander having lost in identifying
himself between complicated political positions as a member of the
Golpum aristocrats and one of the newly rose bureaucrats.
The second royal order, unlike the first one, finds Kim Gun-gwan
guilty presenting his failure to fulfill the responsibilities which one
must achieve as a high official of the dynasty. This criticism also
shows the different viewpoint of the Shilla court from the dealings
with Kim Heum-dol. The phrase from the second order, “(Kim
Gun-gwan) shall be executed together with the rebels. And it would provide the junior generation a good admonition”, helps us to
understand what the Shilla court was maneuvering to achieve.
The year of 681, in conclusion, could be recognized as the beginning
of the bureaucratization of the Shilla society, and Kim Gun-gwan
was the representative of the Jingol aristocrats of the time.
