조선시대 왕정상과 역사교육의 방법론 모색 : ‘국민국가’·‘민국’개념의 재검토 (The Joseon Court's Governance and Exploration of Methodology in History Education: Reassessing the Concepts of “Modern Nation-State” and “Min-guk”)

초록

한국사 분야는 ‘근대성’ 개념과 연동하여 연구와 교육이 이루어졌다. 그러나 피식민지경험은 사회진화론적 관점을 수용함으로써 균형잡힌 역사관의 형성에도 악영향을 미쳤다. 2000년대 세계금융위기를 전후하여 유럽중심주의 비판이 급격히 증가하자, 르네상스-계몽주의시대 유럽의 중국열풍이 주목받았다. 이제 ‘근대국민국가 만들기’라는 관점에서 벗어나 국가·국경·국민 등의 보편성을 설명할 필요가 있다. 이는 고려-조선시대 영토·자국민 의식의 검토를 통해 확인가능하다.
더욱이 조선이 장기간 존속가능했던 이유는 시대변화에 발맞추어 군주·백성·나라의 동질감을 현저하게 향상시켰기 때문이다. 18세기 세제개혁을 비롯한 국가정책의 명분에 ‘민국’이 등장하였고 20세기초까지도 광범위하게 통용되었으므로 왕정에서 도달한 최대치의 백성중심사상을 드러냈다. 하지만 왕정은 군주주도의 정국운영이며 백성을 대의명분으로 내세워 정통성을 확보한다. 민본사상은 민주정과 무관하지 않으나 일정한 차이가 있다. 그러므로 당대의 역사적 맥락에서 동태적으로 그 의미를 살펴볼 필요가 있다.
이러한 국가론 비교를 통해서 역사교육을 재검토해볼 수 있다. 보편성은 실제로 유럽의 특수성에 지나지 않으므로 전세계에 적용가능한 방식을 추구해야 한다. 변동성은 근대지향만을 의미하지 않으므로 통시대적 변화에 주목해야 한다. 비교우열론은 왕정과 공화정의 비교에서 지양하고 정치구조상 차이로 접근할 필요가 있다. 따라서 균형잡힌 역사인식을 마련하기 위해서 이론모델의 검증작업후에 교육과정의 채택이 절실하다.

영어초록

Research and education in the field of Korean history have been conducted in conjunction with the concept of “modernity.” However, the experience of colonization negatively impacted the formation of a balanced historical perspective by adopting a social Darwinist viewpoint. Around the 2008 global financial crisis, criticism of Eurocentrism sharply increased, drawing attention to the European fascination with China during the Renaissance and Enlightenment periods. It is now necessary to move beyond the perspective of “building a modern nation-state” and explain the universality of concepts such as state, borders, and citizens. This can be confirmed through the examination of territorial and national consciousness during the Goryeo and Joseon periods.
Moreover, the reason Joseon dynasty was able to endure for such a long period was because it significantly enhanced the sense of unity among the monarch, the people, and the country in response to changing times. The concept of “Min-guk”(people and state) emerged as a justification for state policies, including tax reforms in the 18th century, and continued to be widely used until the early 20th century. This revealed the highest level of people-centered ideology achieved under the monarchy. However, monarchy operates under monarch-centered governance where legitimacy is secured by presenting the people as a moral justification. While the ideology of “Minbon”(people-centered) is not unrelated to democratic governance, there are certain distinctions. Therefore, it is necessary to examine its meaning dynamically within the historical context of each era.
This comparison of different theories of the state allows for a reconsideration of history education. Universality, in reality, is nothing more than the particularity of Europe, so we should seek methods that can be applied globally. Variability does not solely signify a focus on modernity, so attention must be paid to diachronic changes. The theory of comparative superiority should be avoided when comparing monarchy and republicanism, and the focus should instead be on differences in political structures. Therefore, it is essential to adopt curricula after validating theoretical models in order to establish a balanced understanding of history.
