위덕왕 패전책임론과 관산성 전투의 전개 과정 (The discussions that King Wideok was responsible for losing the war and The Process of the Battle of Gwansan Fortress)

초록

본 논문은 관산성 전투 직후 위덕왕에게 제기된 패전책임론의 실체를 밝히고, 전투 당시 왕자 여창이 기로의 반대를 누르고 지금의충북 영동군 심천면 일대에 추가 진군하여 구타모라 요새를 축조한것으로 추정해본 글이다. 관산성 패전 직후 백제의 諸臣은 위덕왕에게 패전 책임을 추궁하였다. 기존 연구에서는 대체로 그 책임소재를왕자 여창이 원로 대신의 반대를 무시하고 관산성 공격를 시도한 것으로 이해해왔다. 하지만 당시 전쟁을 계획했던 실질적인 주체가 국왕 성왕이라는 점과 약 2년간 신라 공격을 준비했던 상황을 고려할때, 원로 대신의 반대 시점은 개전 이전이 아니라 전투 과정 중이라고 보아야 한다. 또한 일본서기 흠명기 15년 기사를 사료 배치 그대로 해석하면, 관산성 함락 후 왕자 여창이 추가 진군을 시도하여결국 구타모라까지 진출했던 것으로 파악할 수 있다. 따라서 여창의 책임소재는 관산성 함락 후 원로 대신의 반대를 무시하고 구타모라까지 진출했던 군사적 행위였으며, 그로 인해 성왕의 피살 및 관산성 전투의 참패를 초래했던 위덕왕에게 여러 대신들이 책임을 추궁했던 것으로 파악된다.
한편 554년 백제의 관산성 공격은 ‘한강 유역 재상실에 대한 복수전’으로 시작된 만큼 한성 수복에 상응하는 큰 목표를 가지고 진행되었다고 볼 수 있다. 그런 측면에서 왕자 여창은 관산성 함락 후후방 병력을 이끌고 합류하여 신라의 상주정과 중앙군단의 반격을물리쳤고, 추가로 신라정벌을 도모하여 원로 대신들의 반대를 일축하고 구타모라까지 진출했던 것으로 보인다. 당시 추가 진군했던 구타모라는 추풍령로와 화령로를 군사적으로 압박할 수 있는 충북 영동군 심천면 일대로 추정되는데, 성왕이 전사하고 백제군의 피로 물들여졌다는 핏골 전승 등 그 일대에 많이 남아있는 口傳이 참고된다.
한편 원로 대신의 반대를 무시하고 강행했던 구타모라 진출로 인해백제군의 병력은 분산되었고, 그 결과 옥천 방면에서 이동하던 성왕이 피살되고 백제군은 참패하였다. 후일 위덕왕에게 제기된 관산성패전의 책임소재는 원로 대신의 반대를 무시하고 성급하게 추가 진군을 결정했던 군사적 행위라고 이해할 수 있다.

영어초록

This paper newly interpreted the article of Nihonshoki(⽇ 本書紀) to reveal the reality of the discussions that King Wideok(威德王) was responsible for losing the war, and also estimated that Prince Yeochang(餘昌) built a fortress of Gutamora(久陀牟羅) in the area of Simcheon-myeon, Yeongdong-gun, Chungbuk during the Battle of Gwansan Fortress. Prince Yeochang(King Wideok), who ascended the throne after the defeat in the Battle of Gwansan Fortress, was held accountable for the defeat by many of his ministers. Therefore, previous studies have generally understood that Prince Yeochang attempted to fight Gwansan Fortress Battle in defiance of the opposition of the senior ministers. However, considering that the actual subject of the war was Prince Yeochang's father, King Seong(聖王), and that he had been preparing for the war with Silla for about two years, it should be considered that the opposition point of the senior minister was not before the war with Silla, but during the war with Silla. In addition, if the article on the 15th year of Kinmei-Record on Nihonshoki is interpreted in order, it can be seen that after the fall of Gwansan Fortress, Prince Yeochang attempted additional attacks and eventually moved the military to Gutamora. Therefore, Yeochang‘s responsibility can be attributed to the military action that went all the way to Gutamora, ignoring the opposition of the senior ministers after the capture of Gwansan Fortress. It is interpreted that many ministers held King Wideok responsible for the war's defeat, as such military actions killed King Seong and ultimately defeated the Battle of Gwansan Fortress.
On the other hand, Baekje‘s attack on Gwansan Fortress in 554 began as a “revenge against the re-emphasis on the Han River basin”, so it can be said that it was carried out with a goal as important as the restoration of Hanseong(漢 城). In this regard, after the successful attack on Gwansan Fortress, Prince Yeochang joined the rear troops, beat the counterattack of Silla's Sangjujeong(新州停) and the central army, and further advanced to Gutamora despite opposition from senior ministers to conquer Silla. It is estimated that Gutamora, which was additionally marched at that time, is the area of Simcheon-myeon, Yeongdong-gun, Chungbuk, where military pressure was possible on Chupungryeong Road(秋⾵嶺路) and Hwaryeong Road(化嶺路). One of the reasons for this estimation is that the story of the blood-stained valley of Baekje-army and the death of King Seong is told in this area. However, Baekje's troops were dispersed due to the advance to Gutamora, which was carried out despite the opposition of the senior minister, and as a result, King Seong, who was moving from Okcheon, was killed and Baekje's troops were defeated. Therefore, it is understood that the responsibility for the defeat of Gwansan Fortress, which was later raised against King Wideok, was a military act that hastily decided to advance additional troops in defiance of the opposition of the senior minister.
