文武王의 絹布 규격 조정과 통일정책 (Implementation of Unification Policies and Reorganization of the System of Weights and Measures by King Munmu of Silla Dynasty)

초록

고대사회에서 직물을 짜는 길쌈은 농경과 더불어 주요한 생산 활동이었다. 생산한 직물은 옷을 만드는 것 이외에 국가에 조세로 납부하거나 시장에서 필요한 물품으로 교환하는데 이용되었다. 신라인들은 직물과 곡식의 교환 비율을 통해 시장의 물가 수준을 가늠하기도 하였다. 그런데 文武王 5년(665)에 絹布 1匹의 규격과 그것을 규정하는 단위가 고쳐진 사실이 ≪三國史記≫에서 확인된다. 경제적 가치를 판단하는 기준이 바뀌는 일로서 당시 新羅의 사회와 경제에 어떠한 변화가 있었음을 암시한다.
이와 관련하여 같은 해 一善州와 居列州의 백성을 동원하여 군수물자를 河西州로 옮긴 사실이 눈에 띤다. 전통적인 신라의 영역이었던 一善州와는 달리 居列州 지역은 663년까지 백제부흥군의 거점 중 하나였다. 665년 신라가 居列州의 백성을 동원하여 물자를 운반하였다는 사실은 2년 사이에 州를 설치하고 인적･물적 자원을 동원할 수 있는 통치체제가 구축되었음을 의미한다. 이 기간 동안 신라는 居列州뿐만 아니라 백제의 다른 지역도 영토로 편입하고 지방행정구역을 재편하였다. 絹布 규격의 개정은 당시 영역의 변화에서 기인한 것으로서 편입된 영역을 포함하는 새로운 경제적 기준의 확립이 목적이었던 것으로 보인다.
문무왕 9년(669)에는 지방의 작황상태에 따라 차등적으로 부채를 탕감해주었다. 각 지방의 작황상태를 파악하고 부채탕감 정도를 나누기 위해서는 전국에 일원적으로 적용할 수 있는 도량형제의 확립이 선행되어야 한다. 부채를 탕감해 주도록 한 문무왕의 하교가 전국에 일원적으로 적용할 수 있는 도량형 기준이 마련된 계기로 추정된다. 이후 대대적인 왕경의 조영 과정에서 도량형 기준이 전국적으로 확산･적용된 것으로 보인다. 이러한 도량형 기준의 확립을 바탕으로 문무왕은 전국의 지방민에 대한 과세를 합리적으로 감면･조정할 것을 遺詔로 당부하였다.
새로 확립된 기준은 문무왕이 민생안정책을 시행하고 지방통치체제를 정비하는데 바탕이 되었을 뿐만 아니라, 삼국의 백성들이 동일한 기준 아래에서 경제생활을 영위하도록 하였다. 일원화된 경제체제는 삼국 백성들의 통합을 가속시키고 일통의식이 형성되는데 한 역할을 담당하였으리라 생각된다. 이러한 측면에서 견포 규격과 도량형 단위의 개정은 통일정책 중 하나라고 할 수 있다.

영어초록

In ancient societies, agriculture and weaving were major production activities. Woven fabrics were used for means of commercial trade and tax payment other than clothing material. Silla people measured market price level depending on the exchange rate between fabrics and grains. The records of Samguk sagi (History of the Three Kingdoms) show that the specification of one roll of silk cloth and the units of measurement was altered in the 5th year (665 AD) of King Munmu's reign. This means that a change happened in the standards for assessing economic value, which suggests the occurrence of a change in Silla society and economy in those days.
In this regards, it is found that the residents in Ilseonju and Geoyeolju were mobilized to move military supplies to Haseoju in the same year. Geoyeolju was one of strongholds of Baekje restorationist forces maintained up to 663 AD, unlike Ilseonju which was within the traditional territory of Silla. The fact that Silla mobilized the residents in Geoyeolju to move supplies in 665 means that a governmental system was set up to establish provinces and mobilize human and physical resources in two years. During that period, Silla incorporated some parts in Baekje territory including Geoyeolju into its territory and reorganized the regional administrative districts. Maybe, the alteration of the specification of a roll of silk cloth was required with a territorial change in those days and carried out aimed at establishing new economic standards considering newly incorporated regions.
the 9th year (669 AD) of King Munmu(文武王), depending on the crop conditions of the region, told me to write off the difference to debt. To split the extent of crop conditions and debt relief of each region, across the country to weights and measures standards made of the establishment that can be centrally applied must precede. National weights and measures standards criteria that can be centrally applied is estimated triggered provided. Since then, weighing the criteria in a large capital city of erecting process can be seen to have been applied spread nationwide. Based on the establishment of these weights and measures standards, King Munmu(文武王), requested in his will rationally reduction･adjust the tax to local people of the whole country.
Newly established standards laid the groundwork for the implementation of people's livelihood stabilization policy and the readjustment of regional governmental system, and enabled the people of three kingdoms to lead an economic life under the same standards. It is surmised that a unitary economic system played a great role in facilitating the integration of the people of three kingdoms and in their forming a sense of unity. In that respect, the alteration of the specification of a roll of silk cloth and the units of measurement seems to have been one of unification policies.
