산업혁신체제 관점에서의 바이오 육성정책 및 성과분석:생명공학육성기본계획을 중심으로 (Korea's Biotechnology Promotion Policy and Performance from the Perspective of Sectoral Innovation System: Focusing on the National Framework Plan for Promotion of Biotechnology)

초록

우리나라는 1994년 제1차 생명공학육성기본계획을 수립하면서 바이오산업 육성을 시작하였다. 이후 2023년 제4차 생명공학육성기본계획을 수립하여 바이오산업을 ‘차세대 성장동력’ 분야를 넘어 새로운 ‘주력산업’으로서 육성 중이다. 이에 본 연구는 제1~3차 기본계획 기간인 1994년부터 2022년까지 지난 29년간의 바이오 육성정책과 성과를 분석하여 시사점을 도출하는 것을 목적으로 한다. 특정 산업부문을 분석하는데 유용한 이론인 산업혁신체제(Sectoral Innovation System)와 선행연구를 통해서 바이오 부문 육성을 위한 4대 중요요소(① 선진국 지식 접근, ② 과학역량 기반 구축, ③ 학습 및 지식축적, ④ 과학기술의 산업화 역량)를 도출하였으며, 이를 바탕으로 정책 및 성과를 분석하였다. 분석 결과에 따르면, 제1~2차 기본계획 기간에는 정부 주도 투자를 통해 양적질적 성장과 기술력 축적이 이루어졌다. 이후, 대형 기술이전 성과 창출, 대기업들의 진출 등이 연계되며 제3차 계획 기간 산업 성장이 가속화되었다. 이 과정에서 우리나라는 바이오 부문의 자국 내 지식축적보다는 선진국과 격차 해소를 위한 빠른 추격에 주력하였다. 다만 추격속도를 향상시킬 수 있는 선진국 지식 접근 노력은 다소 소극적이었다는 특징도 확인하였다. 본 연구는 지식의 “접근-습득-학습-축적-성과”라는 일련의 과정 측면에서 바이오 육성 정책과 성과를 분석하였으며, 이를 통해 ‘빠른 추격자(Fast follower)’로서 추격 중심의 육성정책을 넘어 ‘선도국(First mover)’으로 도약하기 위한 정책적 시사점을 제공할 수 있다.

영어초록

Korea started to promote the biotechnology sector in 1994 with the establishment of the “1st National Framework Plan for Promotion of Biotechnology” and to promote biotechnology as a new “flagship industry” beyond the field of “next generation growth engines” by the “4th National Framework Plan for Promotion of Biotechnology” in 2023. The purpose of this study is to analyze biotechnology development policies and achievements from 1994 to 2022, during the period of the 1st to 3rd National Plans, in order to derive policy implications. For the analysis, the Sectoral Innovation System (SIS), a theory useful for focusing on specific industrial sectors, and related previous research were used to derive four important factors(① access to knowledge from advanced countries, ② building a scientific capability base, ③ learning and knowledge accumulation, and ④ industrialization capabilities based on science and technology) for promoting the biotechnology sector to conduct policy and performance analysis. According to the analysis, Korea achieved quantitative and qualitative growth and technology accumulation through government-led investments during the First and Second National Framework Plans. Subsequently, industry growth accelerated during the Third Plan period with the creation of large-scale technology transfers and the entry of large companies. In this process, it was found that Korea focused on catching up with advanced countries to close the gap rather than accumulating domestic knowledge in the biotechnology sector. However, we also found that the country's efforts to access knowledge from advanced countries, which could improve the speed of catching up, were rather passive. This study analyzed Korea's biotechnology R&D policies and performance from the perspective of the cycle of biotechnology knowledge access, acquisition, learning, accumulation, and performance creation, which can provide policy implications for Korea's biotechnology sector to leapfrog as a “first mover” beyond the speed-driven promotion policies as a “fast follower”.
