바이오뱅킹 표준교육의 필요성 (The Necessity for Standardized Biobanking Education)

초록

생물자원을 확보․보존 및 관리하는 생물자원은행의 연구 인프라로서의 중요성이 부각되며 이에 관한 표준화 작업이 요구되었고, 국제표준화기구(ISO)에서 관련 국제표준을 제정 중에 있다. 바이오산업시장의 성장과 더불어 미주․유럽권에서는 바이오뱅킹 전문인력 양성을 위한 체계적이고 전문적인 교육과정을 개발하여 제공하고 있으나 국내는 아직 일관적이고 표준화된 바이오뱅킹 교육과정이 미비한 실정이다. 따라서 본 연구에서는 주요 선진국 및 국제기관의 바이오뱅킹 표준교육을 비교분석하여 개선․보완점을 도출하고 국내 생물자원은행 실정에 맞는 바이오뱅킹 표준교육(안)을 제안하였다. 본 연구결과를 종합․정리하면 다음과 같다.
첫째, 공통의 바이오뱅킹 표준교육을 제공할 수 있는 전문교육기관의 설립이 필요하다. 둘째, 국제표준에 기반한 국제적 수준의 양질의 바이오뱅킹 표준교육 프로그램의 확립이 절실하다. 셋째, 바이오뱅킹 표준교육의 운영방식은 세부적으로 교육대상과 과정, 일반운영관리와 소재유형별로 나누어 다양한 교육 방식을 활용하여 체계적이고 심도 있게 제공되어야 한다. 바이오뱅킹 전문교육기관의 설립과 공통의 표준교육이 마련되면 마지막 단계로 홍보 및 보급․확산을 위한 전략으로 정부지원 생물자원은행 대상 바이오뱅킹 표준교육 의무 이수제 도입과 산학연이 모두 참여한 통합 교육 프로그램 구성을 제안하고자 한다.

영어초록

Since the adoption of the Convention on Biological Diversity and the Nagoya Protocol, countries around the world have been making intensive efforts to acquire and utilize biomedical research resources at the national level. In Korea, the Act on the acquisition, management, and utilization of biological research resources had been enacted and a 10-year enforcement plan has been established and implemented. In addition, as the importance of the Biological Resource Center(BRC) as a research infrastructure to secure, preserve and manage biological resources has been emphasized, standardization on biotechnology has been demanded. As a result, related international standards are being established by the International Organization for Standardization (ISO). In addition to the growth of the bio-industry market, systematic and professional training courses to cultivate bio-banking professionals are developed and delivered in the Americas and Europe. However, there is not yet a consistent and standardized bio-banking course in Korea. Therefore, this study has drawn up the improvements and the complementary points of Korean biobanking education system by comparing and analyzing the standardized biobanking education programs of major countries and international network organizations and then proposed a harmonized biobanking education platform fit for the local situation of the BRCs. The results of this study can be summarized as follows.
First, it is imperative to establish a specialized institution capable of providing common biobanking education targeted for government-funded BRCs. Second, it is urgent to develop a integrated biobanking education program based on international standards. Third, the way of operating the standardized biobanking education and training should be systematically and profoundly provided by using diverse educational tools, divided into educational subjects, courses and general management and management by biological resource type. Finally, the next step to the establishment of a specialized education institution for bio-banking and the development of a comprehensive education program is the introduction of compulsory completion of the standardized bio-banking education and training for government-funded BRCs and the composition of consolidated education program that all stakeholders including the Industry, Academia, and Research, take part in as a strategy to promote and disseminate a comprehensive education program.
