한국 언론의 제1차 영일동맹에 대한 상반된 인식과 대응 (The Korean Media’s Conflicting Views of the International Situation and Diplomacy in the Anglo-Japanese Alliance)

초록

1902년에 체결된 제1차 영일동맹은 당시 세계 최강국인 영국이 고립외교를 포기했다는 점에서 세계사적 사건이었을 뿐만 아니라, 러일전쟁으로 이어지는 계기였다는 점에서 한국사에서도 중요한 사건이었다. 이처럼 한국을 둘러싼 중요한 국제정세의 전환점을 맞이하여 한국 언론은 영일동맹에 대해 나름의 해석과 외교론을 전개하였다.
영일동맹 이전 한국 언론 내에는 국제정세 인식에 대해 서로 다른 관점과 외교론이 존재했다. 『제국신문』은 만국공법이 국제사회를 규율한다고 보았으며, 외교론으로는 비동맹외교론과 삼국제휴론을 주장하고 있었다. 반면 『황성신문』은 국제사회는 약육강식의 상태라고 보았으며, 외교론으로는 자강론과 삼국제휴론을 주장하였다. 한국 언론 내에는 이처럼 서로 다른 점도 있었으나, 삼국제휴론을 공통분모로 가지고 있는 등 일정한 공감대를 유지하고 있었다.
영일동맹에 대해 언론들은 각기 자신들의 관점에 따라 다양하게 해석하였다. 『황성신문』은 영일동맹이 영국과 일본의 이익을 위한 동맹이며, 영일동맹에 대응하기 위해서는 한국이 군대와 재정을 확충하는 자강에 착수해야 한다고 인식했다. 반면 『제국신문』은 영일동맹이 중국과 한국을 보전하고, 문호개방을 원하는 만국공법체제와 국제공론에 의한 조치이며, 미국의 지지를 받고 있다고 보았다.
영일동맹에 대한 언론들의 인식 차이는 영일동맹 이후 전개된 국제정세에 대한 인식과 외교론에서도 차이를 드러내게 되는 원인이 되었다. 『황성신문』은 영일동맹과 그에 맞선 러불동맹이라는 양대 동맹이 출현하여 한국에서 충돌하고 있다고 보고, 삼국제휴론보다 자강론을 더 내세우게 되었다. 반면 『제국신문』은 영일동맹 이후 만국공법체제와 국제공론의 흐름이 정해졌다고 판단하고, 한국이 러일 사이의 비동맹이 아니라, 영일동맹에 편승하는 만국공법 외교론을 써야한다고 주장하게 되었다.
한국 언론은 1900년대 초반의 급변하는 국제정세 속에서, 영일동맹에 대해 다양한 대안을 모색하여 시대적 위기를 타개하고자 노력하고 있었다.

영어초록

The Anglo-Japanese Alliance signed in 1902 was not only an important event in world history because it marked the abandonment of isolationist diplomacy by Great Britain, the most powerful country in the world at that time, but also an important event in Korean history because it led to the Russo-Japanese War. In response to this important turning point in the international situation surrounding Korea, the Korean media developed its own interpretation and diplomatic theory of the Anglo-Japanese Alliance.
Before the Anglo-Japanese Alliance, there were different perspectives and diplomatic theories on the perception of the international situation in the Korean media. The Cheguk Sinmun (Imperial Post) believed that international law governed the international community and advocated non-aligned diplomacy and trilateralism as diplomatic theories. The Hwangsŏng Sinmun (Capital Gazette), on the other hand, believed that the international community was in a state of weakness and advocated self-reliance and trilateralism as diplomatic theories.
Despite these differences, there was a certain consensus within the Korean media, with the three-power theory as the common denominator.
The Korean newspapers interpreted the Anglo-Japanese Alliance from their own point of view. The Cheguk Sinmun recognized that the Anglo-Japanese Alliance was an alliance for the benefit of Britain and Japan, and that to counter the Anglo-Japanese alliance Korea should become independent by developing its military and financial strength.
The Hwangsŏng Sinmun , on the other hand, saw the Anglo-Japanese alliance as a measure of international public opinion and politics aimed at preserving and opening up China and Korea and supported by the United States.
The difference in the media’s perception of the Anglo-Japanese Alliance led to differences in their perceptions of the international situation and foreign policy theories that developed after the Anglo-Japanese Alliance. The Hwangsŏng Sinmun saw two alliances, the Anglo-Japanese Alliance and its opponent, the Russo-French alliance, clashing in Korea and advocated a theory of self-reliance rather than a theory of trinationalism. On the other hand, the Cheguk Sinmun judged that the system of international law and the flow of international public opinion had been set after the Anglo-Japanese Alliance and argued that Korea should use international law diplomacy in favor of the Anglo-Japanese Alliance rather than non-alignment with Russia.
In the rapidly changing international situation of the early 1900s, the Korean press tried to overcome the crisis of the times by exploring various alternatives to the Anglo-Japanese Alliance.
