CPTED 조치의 적용이 라틴 아메리카 여성에게 긍정적 영향을 미칠 수 있는 방법에 대한 예비연구 -설문조사 분석을 통한 사례연구로서의 에콰도르- (A Preliminary Study of How the Application of CPTED Measures Can Have a Positive Impact on Latin American Women -Ecuador as a Case Study through a Questionnaire Analysis-)

초록

오늘날 더 안전한 도시와 공공 공간을 요구하는 명확하고 강력한 사회적 요구가 있다. 안보가 사회적 책임과 함께 하는 것은 분명하다. 그러나, 상당 부분은도시의 활력 상태를 좌우할 수 있기 때문에 도시의계획과 건설을 책임지는 사람들이 직접적으로 관련되어 있다. 불행하게도 세계의 많은 여성들과 소녀들에게, 공공 시장을 지나거나 번화한 거리나 버스를 타는것만으로도 큰 불안감을 야기한다. 에콰도르에서는 여성에 대한 폭력에 대한 통계가 매일 증가하는데, 여성10명 중 6명은 어떤 종류의 성폭력을 경험해 본 적이있다. 소녀와 여성을 위한 안전한 공공 공간을 기획하고 설계한다는 것은 어떤 공간에서도 여성이 느끼고안전할 수 있는 특성을 가진 공간을 만드는 것을 의미한다. 건축가, 도시 계획가, 당국 및 조경 설계자는설계 프로그램의 핵심 요소로 여성의 안전을 고려해야 한다. 이번 예비연구는 에콰도르에서 여성 폭력사례가 가장 많은 집단인 14～36세 여성 커뮤니티의 의견을 토대로 우선 이냐키토 지역(에콰도르 퀴토)의 현안과 문제점을 분석할 예정이다. 그런 다음 이 연구는보고된 안전 정보와 비교하여 여성의 인식된 안전성을 평가할 것입니다. 그리고 마지막으로, 이 연구는셉테드의 전략과 그것들이 키토에 있는 이냐키토 지역에서 여성에 대한 폭력을 예방하는 데 어떻게 도움이 될 수 있는지를 결정할 것이다. 본 연구의 목적은규범적 전략을 수립하는 것이 아니라 에콰도르와 유사한 특성을 가진 중남미 및 카리브해 도시의 여성안전에 어떻게 CPTED 조치가 긍정적인 영향을 미칠수 있는지에 대한 지식을 증진하는 데 있다. 조사 결과에 따르면 조사 대상 여성의 최소 70%가 높은 폭력 신고율과 맞물려 이냐키토의 도시 지역 내에서 불안감을 느끼는 것으로 나타났는데, 이는 다양한 사회⋅정치⋅신체적 문제 때문이다. 본 연구는 CPTED 방법의 이론적 기반, 구성 요소 및 설문지를 통해 수집한 데이터 결과를 분석한 후 도시기반시설 개선 강조, 도시공간 모니터링, SOS홈 등 상가와 기업체 24시간지원, 교통 및 대기공간 개선, 전략적 위치에 더 많은 경찰 자산의 존재, 숨겨진 공간에 대한 가시성, 신호 정보의 구현, 설계 관리 및 유지 관리를 통한 외관개선을 제안한다. 이러한 결과는 이냐키토 지역의 범죄 발생률이 CPTED 개념을 사용하여 크게 감소할수 있음을 나타낸다.

영어초록

Today there is a clear and strong social demand that requires safer cities and public spaces. It is clear that security goes hand in hand with social responsibility. However, a considerable part concerns directly those responsible for the planning and construction of cities, since it can condition the vitality of a city. Unfortunately, for many women and girls around the world, just passing through a public market, on a busy street or on a bus, is cause for great anxiety.
In Ecuador, statistics on violence against women increase every day, 6 out of 10 women have experienced some type of gender violence. Planning and designing safe public spaces for girls and women means creating spaces with characteristics that allow women to feel and be safe in any space. Architects, urban planners, authorities, and landscape architects should consider women’s safety as a key element of their design program. This preliminary study will first analyze the current issues and problems in the Iñaquito sector (Quito, Ecuador) based on the opinion of the community of women between 14 and 36 years of age, which based on official statistics is the group with the most cases of violence among women in Ecuador. Then this study will assess the perceived safety of women compared to the safety information reported. And finally, the research will determine CPTED’s strategies and how they can help prevent violence against women in the Iñaquito sector in Quito. The purpose of this research is not to formulate normative strategies, but to promote knowledge of how CPTED measures can have a positive impact on the safety of women in Latin American and Caribbean cities with characteristics similar to Ecuador. The results of the research indicate that at least 70% of the women surveyed feel unsafe within the urban sector of Iñaquito, coinciding with the high rate of reported violence, this is due to various social, political, and physical problems. After analyzing the theoretical foundations, components of the CPTED method, and the results of the data collected through the questionnaire, this research proposes to emphasize the improvement of urban infrastructure; vigorous monitor urban spaces; 24-hour support to shops and businesses such as SOS home; improve transportation and waiting places; the presence of more police assets in strategic locations; visibility in hidden spaces; implement signaling information; and improve appearance through design management and maintenance. These results indicate that the incidence of crime in the Iñaquito sector can be significantly decreased using CPTED concepts.
