초록

1911년 조선 땅에서 청국인 사망 사건이 발생하였다. 평안남도의 한 조그마한 마을에서 일어난 강도 사건이었다. 그들을 체포하는 과정에서 일본 헌병과 청국인 사이에 총격이 발생하였고, 청국인 한 명이 사망하였다. 이에 일본과 청국 간에 긴장 관계가 형성되고 적지 않은 갈등이 있었다.
이 사건은 처음에는 단순 사망 사건으로 여겨졌다. 하지만 청국 측의 조사와 일본의 조사가 진행되면서 단순한 일본 헌병과 청국인 강도 사이의 총격이 아니라 여러 가지 의문을 가진 사건으로 전개되고 흥미로운 사건으로 발전하게 되었다.
먼저 청국측은 관련 중국인들이 결코 도적이나 강도가 아니었으며, 일본 헌병의 조치가 불법의 여지가 있었다고 했다. 헌병들을 처벌하고 적절한 배상을 하라고 요구하였다.
일본측 역시 이 사건에 직접 간접 관련된 현지 조선인을 대상으로 상세한 내막을 조사하고 탐문하여 청국측의 주장에 대해 반박하였다. 청국인 희생자가 발생한 것은 유감이지만, 일본 헌병과 조선인 헌병보조원의 책임은 전혀 없다는 것이다.
결국 일본측이 우세였다. 일본이 조선의 내정과 지방 행정 및 경찰 치안에 이미 깊이 영향을 끼치고 있었기 때문이다. 그 과정에서 조선인을 활용한 것이었다. 일본 헌병과 청국인의 충돌 사건을 수사하는 과정에서 1911년 역사적 전환기의 조선 향촌 사회의 한 모습을 엿볼 수 있었던 것이다.

영어초록

A burglary happened in a small village of Pyeongan South Province in Joseon in 1911. The suspect was a Chinese. While running away to escape from the arrest, he was shot to death by the Japanese military police. This death case brought about a considerable international tension and conflict between Ch'ing China and Japan.
At first this case was just being treated as a simple burglary and death case. However, as it was investigated both by the Chinese authority and by the Japanese, it came to be recognized not as a simple shooting between a Chinese robber and the Japanese military police, but as a suspicious case with many questions.
The Chinese contended that as the dead Chinese was not a robber or a burglar, the Japanese military policeman's action including shooting could be illegal. They demanded the Japanese to punish the policemen and to pay a proper reparation for their illegal actions and the Chinese death.
Whereas, the Japanese also implemented a comprehensive investigation against the directly and indirectly relevant Koreans of the place in detail to repudiate the Chinese assertions. On the ground of their investigation, they insisted that though it was a pity a Chinese victim was produced, the Japanese military policeman and the Korean assistant did not have any responsibility for the death.
After all, this debate ended with the Japanese victory. Japan already almost completely occupied the inner administration, the local administration, and the social security of Joseon. And the Japanese could take well advantage of the Koreans. Though this case was not a complex one, the investigations on the case and the consequent diplomatic conflict between China and Japan expose the dynamic relation of Ch'ing and Japan around Korea and a picture of a Korean village society in the age of historical change in 1911.
