도시 내 철도역사의 유형별 정비 및 개선 방안에 관한 연구 -수도권 전철 1호선 역을 대상으로- (A Study on Rehabilitation and Improvement of Urban Railway Station - Focused on overground stations of Metropolitan Subway Line 1 -)

초록

(연구배경 및 목적) 철도역은 대중교통의 결절점으로서 상업 등 주요 도시기능이 집적된 도시 생활의 거점이다. 그러나 수도권 1호선 지상철 구간은 지상 철도시설로 인한 도시공간의 단절과 역사나 연결로 등 철도시설의 노후화, 주변 구도심의 쇠퇴로인해 철도역과 역세권이 지역의 중심지로서 역할을 충분히 수행하지 못하고 있다. 이에 도시의 주요 공공공간으로서 공공성과공간 환경의 질적 수준을 높이고 역세권의 개발 잠재력을 실현하여 토지 이용을 효율화하며, 나아가 주변 지역을 활성화할 수 있는 정비 및 개선이 필요한 실정이며, 역과 역세권의 통합적인 계획이 중요하다. 따라서 본 연구에서는 초기 수도권 전철 1호선을대상으로 도시적 입지와 건축적 현황 등 다양한 여건을 기준으로 지상 철도역을 유형화하고 도시·건축의 통합적 관점에서 유형별 정비 및 개선 방안을 제안하는 것을 목표로 한다. (연구방법) 본 연구는 기존 문헌연구를 통해 지상 철도역과 주변 영역의 정비 및 개선의 목표를 설정하고, 철도역을 유형화하기 위한 기능적, 건축적, 연결적, 도시적, 사회적 기준을 도출하였다. 또한, 철도역과 주변 지역을 통합적으로 정비 및 개발한 여러 선진 국외사례를 분석하여 유형 별 특성에 적합한 개선 및 정비를 위한 주요 전략 5가지를 도출하였다. (결과) 지상 철도역과 주변 공간의 정비 및 개선을 위한 계획은 역과 역세권의 공공성, 주변 지역의활성화 및 토지 이용의 합리성과 효율성 제고를 목표로 한다. 연구 대상인 초기 수도권 전철 1호선 노선의 28개 역은 4가지 유형으로 분류 가능하며, 각 유형을 대표하는 대상지를 선정하여 유형별로 국외사례로부터 도출된 오픈스페이스 확보와 연결, 역사의 복합화와 기능연계, 보행·교통 입체화, 지역활성화 및 통합개발, 유기적 공간계획 등의 전략을 선택적으로 적용하였다. (결론) 본 연구에서는 노후 된 지상 철도역사의 재건축과 더불어 주변 영역의 통합적 정비와 공간 개선을 통해 보행 및 대중교통 이용의 편의를 증진하고 구도심에 부족한 공공공간을 확보하는 등 기존 지상 철도시설 주변의 낙후된 공간 환경을 개선하며, 이를통해 주변 지역의 도시재생 및 역세권의 효율적인 활용과 적극적인 활성화를 도모할 수 있는 방향을 제시하였다. 추후 본 연구에서 제안한 계획을 실현하기 위한 제도의 개선 등의 연구가 뒤따라야 할 것이다.

영어초록

(Background and Purpose) The railway station is nodule for public transportation and are the bases for urban life where major urban functions such as commerce are integrated. However, due to the disconnection of urban space due to overground railway facilities, the aging of railway facilities such as station and bridge, and the decline of the surrounding old cities, railway stations and station areas are not fully playing a role as regional centers. As a result, as a major public space in the city, it is necessary to improve the quality of the public and spatial environment, realize the development potential of the station area to efficiently use land. Furthermore maintenance and improvement are needed to revitalize the surrounding area of station, and integrated planning of the station and the station influence area is important. Therefore, this study aims to categorize ground railway stations based on various conditions such as urban location and architectural status for the early metropolitan subway line 1, and to propose maintenance and improvement measures for each type from an integrated perspective of urban·architecture. (Method) Through existing literature review, Set the main goals for the strategic plan are figured out, and also the criteria for categorizing stations such as functional, architectural, connective, urban and social characteristics are drawn. From analysing advanced oversea projects which are maintaining, improving and redeveloping an old station and surrounding area of station, five major strategies were derived for responding to each station type. (Results) The strategic plan for rehabiliation and improvement of an overground station aims to raise public concern of the station itself and near area of station, vitalize the neighborhood and efficienate land use. The 28 target stations of the early metropolitan subway line 1 can be classified into four types and 4 representative stations from each type are chosen for proposing strategic plan by type. 5 spatial strategies - open spaces and their connection, mixed use development and functional linkage, three-dimensional walking and traffic plan, urban regeneration and integrated development, and organic spatial plan - are selectively applied to each type. (Conclusions) The suggestions in this paper show the reconstruction of the old ground railway station and how to change the deteriorate urban environment near existing overground railway in order to promote walking and using public transportation, secure more open space in old city center, and consequently provide opportunities for revitalizing the neighborhood. Further study is required for the institutional framework to execute the suggested plan.
