关于中韩贸易关系及后疫情时代合作的思考 (A reconsideration of Sino-Korean trade relations and cooperation in the post-epidemic era)

초록

2021年是中韩建交29周年。在近30年的合作中，中韩两国从“友好合作关系”到“全面合作伙伴关系”，再到“战略合作伙伴关系”。虽然此期间有一些分歧，但两国关系总体上是积极的。得益于良好的政治关系发展，两国在经贸合作方面取得了良好成果。中韩建交之初，贸易额从1992年的63.8亿美元上升到2018年的3000亿美元，增长了近50倍。目前，中国是韩国最大的贸易伙伴，韩国是中国的第三大贸易伙伴。由于两国经济发展阶段不同，经济互补性强，带动双边贸易快速增长，逐步形成了全面互惠的贸易合作格局。2015年，中韩签署了自由贸易协定。这是中国迄今签署的国家间贸易额最大、议题最广泛的协议。这对中韩双方都是一个互利共赢的协议。
从贸易发展的角度来看，其促进作用并不明显，“萨德”事件及新冠肺炎疫情的负面影响巨大。此外，双方在产业链上由互补关系向趋同关系转变的原因也减缓了双边贸易的增长。
因此，我们有必要从中韩两国贸易发展的进程中进行总结，找出存在的问题，指明后疫情时代两国贸易合作的方向。

영어초록

2021 marks the 29th anniversary of the establishment of diplomatic relations between China and South Korea. During the nearly 30 years of cooperation, they have gone from “friendly and cooperative relations” to “comprehensive cooperative partnership” and then to “strategic cooperative partnership”. Although there has been some disagreement during this period, the relations between the two countries are generally positive. Benefit from the favorable political relationship development, they have achieved good results in economic cooperation. The bilateral trade volume between China and South Korea increased rapidly from 6.38 billion U.S. dollars in 1992 to 300 billion U.S. dollars in 2018, nearly 50 times higher. Currently, China is South Korea’s largest trading partner; on the contrary, South Korea is China’s third-largest trading partner. Due to the different stages of economic development between the two countries, their economies were highly complementary, which led to rapid bilateral trade growth and a gradual formation of a comprehensive and reciprocal trade cooperation situation. China and South Korea signed a free trade agreement in 2015. It is the agreement that China has signed with another country involving the most significant trade volume and the broadest scope of topics so far. It is a mutually beneficial and win-win agreement for both countries.
However, its role in promoting trade development is not as expected. Reasons include the deployment of the “THAAD” anti-missile system by South Korea, which has harmed political relations between the two countries, and the impact from COVID-19. Moreover, the fact that the two sides have changed from complementary relationship to convergent relationship in the industrial chain has also slowed down the growth of bilateral trade. Therefore, it is necessary for us to summarize the history of trade development between China and South Korea to find out the existing problems and indicate the direction of trade cooperation between the two countries in the post-epidemic era.
