초록

후기의병기 충남의 서북부지역 의병의 활동은 1907년 이후 1910년까지 지속적으로 전개되었다. 이들은 차령산맥의 줄기를 타고 게릴라식 활동을 하였다. 의병의 활동은 1908년 가장 활발했다. 그러나 1909년 10월 이후 일제의 대규모 탄압이 본격화하면서 많은 의병장들이 체포됨에 따라 소부대 단위로 활동하게 되었다. 충남 서북부지역은 산악지대가 있기는 하지만, 일제의 탄압을 지탱하며 장기적인 항전을 수행하기에는 부족한 지형적 조건이었다. 그 결과 1910년초 무렵부터는 이 지역에서의 의병 항전은 소멸단계에 접어들었다.
의병대의 주요 활동은 일본 헌병대와 순사대, 그리고 수비대와의 교전이었다. 의병부대의 일제 군경과의 교전은 총 120회 있었다. 1908년에 무장 활동이 특히 활발했으며, 이에 따라 의병 희생자 역시 1908년에 집중적으로 발생하였다. 지역별로는 당진과 청양, 예산, 보령 지역에서의 활동이 두드러진다.
의병대는 군사 활동을 하는데 필요한 군자금을 확보하기 위해 지역의 부농 혹은 면장 집에 가서 군자금이나 물품을 요구하였다. 주민들은 대체로 의병에 협조적이었다. 의병대는 의병 활동을 밀고한 이들과 주민에게 악행을 일삼는 이들은 응징하였다. 특히 일진회원은 주요 공격 대상이었다. 이 지역에서의 군자금 모집 활동은 모두 95회에 걸쳐 있었다. 연도별로 는 1908년보다 1909년이 많았다. 지역별로는 예산과 보령, 서천에서 활발했다.
이러한 의병의 활동에 대해 일제는 무력으로 탄압하였다. 일제는 면 단위까지 설치된 주재소의 순사대와 분견소의 헌병대, 그리고 일본 정규군인 수비대까지 동원하여 의병을 학살하였다. 의병의 피해 실태에 대하여 조선주차군사령부에서 1913년에 『조선폭도토벌지』를 펴내 발표한 바 있다. 그러나 필자가 조사한 바에 따르면 의병 피살자만 해도 『조선폭도토벌지』의 통계보다 2배 가까이 나온다. 조선주차군사령부에서 발표한 의병 피해 통계는 실제 숫자보다 상당 부분 누락되어 있음을 알 수 있다.
이와같이 후기의병기 충남 서북부지역에서 많은 의병이 전투 중에 피살되거나 부상을 당했으며 또 체포되었다. 그러나 이들의 신원이 확인되는 경우는 극히 드물다. 이들은 죽을 줄 알면서도 일제의 무력에 맞서 저항하다 스러져 산야에 묻힌 무명 의병들이다. 일제로부터 향토와 나라를 보위하고자 자신을 희생하면서 투쟁한 이들의 숭고한 행위를 기려야 함은 당연한 도리일 것이다.

영어초록

The activities of the Righteous Army in the northwestern region of Chungnam Province persisted from 1907 to 1910 during the late period of the Righteous Army. They conducted guerrilla-style operations along the Charyeong mountain range. The activities of the Righteous Army peaked in 1908. However, as Imperial Japan intensified its large-scale suppression from October 1909, resulting in the arrest of numerous leaders of the Righteous Army, the resistance was forced to operate in smaller units.
Although the northwestern region of Chungnam had mountainous terrain, it lacked sufficient geographical conditions to sustain prolonged resistance against the oppression by Imperial Japan. Consequently, by early 1910, the resistance of the Righteous Army in this region had entered a phase of decline.
The primary activities of the Righteous Army involved engagements with Japanese gendarmerie, police forces, and garrison troops. A total of 120 armed confrontations occurred between the Righteous Army units and the Japanese military and police. Armed activities were particularly intense in 1908, resulting in a corresponding peak in casualties of the Righteous Army. Geographically, activities were most prominent in the Dangjin, Cheongyang, Yesan, and Boryeong areas.
To secure necessary funds for military operations, the Righteous Army units requested financial or material support from wealthy local farmers or township heads. Generally, the local population was cooperative with the Righteous Army. The Righteous Army punished those who informed against their activities and those who mistreated local residents. Members of the Iljinhoe were primary targets. There were 95 recorded instances of fund-raising activities in this region, with more occurrences in 1909 than in 1908. These activities were particularly frequent in Yesan, Boryeong, and Seocheon.
Imperial Japan responded to these activities of the Righteous Army with violent oppression. They mobilized police forces from substations established at the township level, gendarmerie from branch stations, and even regular Japanese troops from garrisons to massacre the Righteous Army. The Joseonjuchagunsalyeongbu published the “Joseonpogdotobeolji” in 1913, detailing the extent of damage inflicted on the Righteous Army.
However, the research by the author indicates that the actual figures are nearly double those reported in the “Joseonpogdotobeolji”. This discrepancy suggests that the statistics on casualties of the Righteous Army released by the Government-General of Joseon significantly underreported the actual numbers.
During the late period of the Righteous Army in the northwestern region of Chungnam, many members of the Righteous Army were killed in combat, wounded, or captured. However, the identities of these individuals are rarely known. They were nameless members of the Righteous Army who resisted Japanese forces knowing they might perish. It is our duty to honor and emulate the noble sacrifices of these individuals who fought to protect their homeland and nation from Imperial Japan.
