초록

(연구배경 및 목적) 도시화의 가속화로 도시철도는 주요 대중교통 수단으로 자리 잡았으나, 환승역의 복잡한 공간구조와 설계적 한계는 교통약자의 이동권 보장에 어려움을 초래하고 있다. 교통약자인 장애인, 고령자, 임산부, 어린이 등은 환승역에서 물리적·인지적 제한으로 인해 이동 과정에서 불편을 겪으며, 이는 삶의 질과 사회적 참여에 영향을 미친다. 국제적으로 교통약자의 이동권은 유엔 장애인 권리협약(UN CRPD)과 지속가능발전목표(SDGs)에서 강조되며, 포용적이고 접근 가능한 도시 환경 구축의 핵심 요소로 인식되고 있다. 본 연구는 Space Syntax를 활용한 공간네트워크 분석 기법으로 도시철도 환승역의 공간구조를 평가하고, 교통약자의 이동권 제약 요인을 구체적으로 규명하며, 이를 기반으로 설계 및 운영 개선을 위한 가이드라인을 제시하고자 한다. (연구 방법) 연구대상은 3호선, 7호선, 9호선이 교차하는 대규모 환승역인 고속터미널역이며, 연구의 방법으로서 1차적으로 Space Syntax를 활용한 공간네트워크 분석을 활용하여 고속터미널역의 지하철 환승역의 역사 내 공간에 대한 배치계획에 대한 정량적인 공간 분석을 먼저 실시하고자 하였다, 다만, 공간네트워크 분석은 공간적 중심성, 연결성, 통합도 등의 지표를 활용하여 전체적인 이동 패턴과 접근성을 파악하는 데 유용하지만, 구체적인 동선상의 장애 요소 분석에는 한계가 있으므로 2차적으로 현장 조사 및 도면분석을 병행하여 보완적으로 분석하였다. (결과) 고속터미널역의 공간네트워크 분석 결과, 3호선은 고속터미널역의 중심적 역할을 하며, 높은 통합도와 연결도로 인해 주요 동선과 시설로의 접근성이 우수한 반면, 유동인구의 과도한 집중으로 인해 교통약자의 이동에 어려움을 초래하고 있다. 7호선은 고립된 공간 구조와 낮은 통합도를 보이며, 긴 수직 이동 동선과 부족한 엘리베이터 설계로 인해 교통약자의 이동권이 심각하게 제한되고 있다. 반면, 9호선은 넓은 터널 단면과 현대적인 설계로 효율적인 환승 동선을 제공하지만, 일부 공간의 고립성과 주요 시설과의 연결성 부족이 문제로 지적되었다. (결론) 이러한 분석을 바탕으로, 교통약자의 이동권을 보장하기 위한 개선 방안은 크게 시설 및 운영 측면의 개선, 제도적 개선의 두 가지 측면으로 제안되었다. 첫 번째로 환승 통로에서의 동선 효율화, 엘리베이터와 에스컬레이터와 같은 수직이동 편의설비 배치 조정과 확충, 환승 통로나 출구 주변의 교통약자를 위한 전용 대기 공간을 마련하는 등 혼잡한 상황에서도 안전하고 여유롭게 이동할 수 있는 환경을 제공할 수 있도록 단기적 물리적 한계를 개선하는 방안을 제안하였다. 또한 두 번째로 제도적 측면에서는 교통약자 이동권 평가를 설계 초기 단계에 의무화하고, 평가 항목에 이동 경로의 길이, 수직 이동 수단의 적정성, 혼잡 구역의 대체 경로 제공 여부 등을 포함하는 체계를 구축하여 장기적이고 지속 가능한 개선을 도모해야 한다.

영어초록

(Background and Purpose) With the acceleration of urbanization, urban railways have become a primary means of public transportation. However, the complex spatial structures and design limitations of transfer stations pose significant challenges to ensuring the mobility rights of transportation-disadvantaged individuals. These groups, including persons with disabilities, the elderly, pregnant women, and children, often experience physical and cognitive barriers in transfer stations, resulting in inconvenience during transit. This, in turn, affects their quality of life and social participation. This study aims to evaluate the spatial structures of urban railway transfer stations using the spatial network analysis methodology of Space Syntax, identify specific constraints on the mobility rights of transportation-disadvantaged individuals, and propose guidelines for improving station design and operation. (Method) The study focuses on Seoul’s Express Bus Terminal Station, a large-scale transfer station where Lines 3, 7, and 9 intersect. The primary methodology involves conducting a spatial network analysis using Space Syntax to quantitatively evaluate the spatial layout of the transfer station. Space Syntax is useful for assessing spatial centrality, connectivity, and integration indices to understand overall movement patterns and accessibility within the station. However, as spatial network analysis has limitations in identifying specific obstacles along movement paths, the study supplements these findings with field surveys and plan analyses for a more comprehensive assessment. (Results) The spatial network analysis revealed that Line 3 serves as the central axis of the Express Bus Terminal Station. While its high integration and connectivity provide excellent access to key facilities and major pathways, excessive crowding poses challenges for transportation-disadvantaged individuals. Line 7 exhibited isolated spatial characteristics and low integration, with long vertical transit routes and inadequate elevator facilities severely limiting mobility. Conversely, Line 9, characterized by its wide tunnel cross-sections and modern design, offers efficient transfer routes. However, issues such as isolated spaces and insufficient connections to major facilities were identified. (Conclusions) Based on this analysis, the study proposes two main strategies to ensure the mobility rights of transportation-disadvantaged individuals: physical and operational improvements and institutional reforms. First, physical and operational measures include improving transfer pathway efficiency, optimizing and expanding vertical mobility facilities such as elevators and escalators, and establishing dedicated waiting areas for transportation-disadvantaged individuals near transfer corridors or exits. These measures aim to create a safer and more comfortable environment even during crowded conditions by addressing short-term physical limitations. Second, on the institutional side, the study emphasizes the necessity of mandating mobility rights evaluations at the initial design stage. This evaluation system should incorporate criteria such as the length of movement paths, the adequacy of vertical mobility facilities, and the availability of alternative routes in congested areas to promote long-term and sustainable improvements.
